MINUTES OF THE MEETING HELD JUNE 24, 1997
The meeting was called to order at 8:30 P.M. by Mayor De Angelis. Also
present were Aldermen D'Acquisto, Patterson, Pionek, Salentine, Sanders,
Slocomb, and Woodard, City Attorney Molter, Clerk-Treasurer Marenda,
Finance Director Gunderson, Planning Director Sadowski, and Deputy Clerk
Blenski.
The Clerk-Treasurer reported that the meeting was noticed in accordance
with the Open Meeting Law on 6/20/97 and amended on 6/23/97.
D'Acquisto moved for approval of the minutes of the 6/10/97 meeting.
Sanders seconded, carried.
Mayor presented an update on the Linnie Lac dam situation and expressed
appreciation to everyone for their assistance and cooperation.
PERSONAL APPEARANCES
Dave Anderson of Ehlers ti Associates was present to submit the bids
regarding the City's borrowing.
Reso. #149-97 - Resolution Authorizing the Issuance and Sale of
$1,650,000 General Obligation Promissory Notes. D'Acquisto moved for
adoption. Salentine seconded, Carried 7-0.
Finance Director Gunderson was dismissed.
Ord. #936 - An Ordinance to Amend Chapter 17 of the Municipal Code of the
City of Muskego to Create Section 8.145 (B-P Business Park District).
First Reading. Mr. Sadowski was requested to review the ordinance
Permitted Uses by Right - specifically list the uses permitted and those
language and address the following issues expressed by the Council: B.
not permitted; D. Permitted Uses by Conditional Grant - allow resources
to be permitted by conditional grant (such as day care centers, lending
regarding noise, traffic; E. Building Design - concerns expressed about
institutions) to support the business park district; address concerns
would like percentage of floor area ratio decreased as lot size increases
color and design criteria vs. percentage of building material. Pionek
to allow for more open space.
Ord. #937 - An Ordinance to Amend the Zoning Map of the City of Muskego
(RS-2 to RS-2/0PD - Deer Creek Addition No. 1). First Reading.
Plan Director Sadowski was dismissed.
COMMITTEE REPORTS
The minutes of the 6/12/97 Committee of the Whole meeting were received.
D'Acquisto moved for acceptance of the minutes of the 6/18/97 and 6/24/97
Finance Committee meetings. Sanders seconded, carried.
Sanders moved for acceptance of the minutes of the 6/19/97 Public
Utilities Committee meeting. Woodard seconded, carried.
Minutes of the 6/17/97 Plan Commission meeting were received and placed
on file.
Ord. #928 - An Ordinance to Amend Chapter 17 of the Municipal Code of the
City of Muskego to Create Section 9.10 (OH Height District), deferred
4/22/97. Discussion was initiated regarding the height of residential
structures with the Mayor stating this was not the mechanism for that
amendment. Patterson moved to defer. D'Acquisto seconded, carried.

20.10 (3) of the Municipal Code of the City of Muskego (Public Waters and
Beaches). On the floor, deferred 6/10/97. Ordinance adopted 7-0.
Reso. #142-97 - Resolution to Establish Regulatory Markers Requiring
Slow, No Wake Speed (Lake Denoon). On the floor, deferred 6/10/97.

Ord. #933 - An Ordinance to Amend the Zoning Map of the City of Muskego
from RSE to RSE/OIP (Park Arthur). Second Reading. Pionek moved for
adoption. D'Acquisto seconded. Carried 7-0.
Ord. #934 - An Ordinance to Amend Chapter 14 of the Municipal Code of the
City of Muskego to Add Section 1.5(2)(n). Second Reading. Sanders moved
seconded, carried.

Ord. #935 - An Ordinance to Repeal and Recreate Chapter 15 of the
Municipal Code of the City of Muskego (Electrical Code). Second
Reading. D'Acquisto moved to adopt with amendments included as requested
by Slocomb. Pionek seconded. Carried 7-0.
Reso. #150-97 - Approval of Various License Applications for the City of
Muskego for the Period July 1 to June 30, 1998. Salentine moved for
adoption. D'Acquisto seconded. D'Acquisto moved to amend list to
include reference to the 6/18/97 Finance Committee minutes for the
license for Waylyn, Inc. Salentine seconded, carried. Reso. #150-97, as
amended, adopted 7-0.
Reso. #151-97 - Approval of Articles of Agreement Between the City of
Muskego and Arthur E. Liddicoat, SRPA, CAE for Superior Emerald Park
Landfill Appraisal - 1998 Assessment Year. Sanders moved for adoption.
Salentine seconded. Slocomb moved to defer for one month to receive
response from Superior regarding their hiring of an appraiser. Patterson
seconded, carried.
Reso. #152-97 - Approval of 66.30 Agreement Between the City of Muskego
moved for adoption. Patterson seconded. Carried 7-0.
and Muskego-Norway School District - Liaison Officers 1997-1998. Sanders
Reso. #153-97 - Appointment of Citizen Members to the Library Board
Sanders seconded. Carried 7-0.

Reso. #154-97 - Resolution of Appreciation (Expressing Appreciation for

LICENSES
D'Acquisto moved for approval of Temporary Operators' Licenses for
Muskego Community Festival and Regular Operators' Licenses for Christy
Raymond Musolf, John Huber, Jr., John Werderitch and Joseph Warchol for

necessary inspection and the site is in compliance. Carried 7-0.
VOUCHER APPROVAL
D'Acquisto moved for approval of General Vouchers in the amount of
$306,466.65. Salentine seconded. Carried 7-0.
Sanders moved for approval of Utility Vouchers in the amount of
$76,095.45. Woodard seconded. Carried 7-0.
CITY OFFICIALS' REPORTS
The Clerk noted that a public hearing would be held on 7/8/97 at 7:20 PM
to consider petition of the DNR to rezone property in the SW 1/4 of the
SE 1/4 of Sec. 33 from EA to EA/OIP.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW
Discussion ensued regarding the mailing of a survey to obtain constituent
views on various issues, such as the proposed business park. D'Acquisto
to obtain information? Slocomb stated he has not had time to discuss
stated he is aware of how his constituents feel; is there an easier way
with his district and supported the survey, as did Pionek. Sanders
stated there was no need for it; we are elected to vote on issues based
constituents all the time. Woodard submitted possible questions to the
on information we have. Salentine agrees; she receives calls from her
Clerk and stated that it may be useful to get information out to people
regarding the business park, especially in Districts 2 and 3. Patterson
Mayor to send out a survey to the entire community, Pionek and Slocomb
supported a referendum election. In response to a vote taken by the
voted "yes" and the others voted "no." A drop mailing was suggested if
these aldermen wanted to proceed with a survey in their districts.
Discussion took place regarding the possibility of appointing the elected
positions of Assessor and Clerk-Treasurer. Marenda submitted a possible
time line for a charter ordinance. Salentine favors proceeding.
Patterson expressed concern that these positions would not be elected.
D'Acquisto disagreed and stated we should move forward. It was
anticipated that a charter ordinance would be placed on the 7/8 council
agenda.
There was no need to convene into Closed Session.
Slocomb moved to adjourn at 1O:lO PM. Salentine seconded, carried.
