Slocomb, and Woodard, City Attorney Molter, Clerk-Treasurer Marenda, Finance Director Gunderson, Planning Director Sadowski, and Deputy Clerk Blenski. Alderman Patterson was not present. The Clerk-Treasurer reported that the meeting was noticed in accordance with the Open Meeting Law on 6/4/97. Salentine moved for approval of the minutes of the 5/27/97 meeting. Sanders seconded, carried. The Mayor had no communications to report from his office. PERSONAL APPEARANCES Dave Anderson - Ehlers & Associates appeared before the Council to review proposed borrowing. Reso. #132-97 - Resolution Authorizing Ehlers and Associates, Inc. to Solicit Competitive Proposals for Not to Exceed $1,650,000 General Obligation Promissory Notes of the City of Muskego, Wisconsin. D'Acquisto moved for adoption. Sanders seconded. Carried 6-0. The Finance Director and Plan Director were dismissed. §19.85(1)(g) Conferring with legal counsel for the governmental body D'Acquisto moved to convene into Closed Session pursuant to who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which it is or is Gustafson regarding Boxhorn, Ryan, Groveway Sewer Project. Slocomb likely to become involved, more specifically contract dispute with seconded. Carried 6-0. Ord. #931 - An Ordinance to Amend the Zoning Map of the City of Muskego from RS-2 to RS-Z/OIP (Muskego-Norway School District). Second Reading. Sanders moved for adoption. Salentine seconded. Sanders moved to amend to add "Section 2: Condition Imposed: The following condition must be complied with on or before the date indicated, time being of the essence, or this Ordinance is null and void and the property is zoned RS-2 without further action: A. The authorization by the voters, on or before June 30, 1997, for the school board to acquire by purchase this site for the construction of a school" and Section 3 to read "This ordinance shall be in full force and effect from and after its passage and publication and subject to being of the essence, and this Ordinance is null and void and RS-2 the condition stated above being met within the time stated, time complied with on the terms and conditions stated herein" with existing zoning in effect with no further notice if this condition is not carried. Ord. #931, as amended, adopted 6-0. Sections 2 and 3 to be renumbered to 3 and 4. Slocomb seconded, Reso. #145-97 - Resolution to Reconfirm the Selection of Proposed Business Park Site. Salentine moved for adoption. Sanders seconded. Mayor stated if the Council determined a referendum question would be presented to the voters, the exact language would have to be drafted discussion under Communications and Miscellaneous Business. Slocomb moved for acceptance of the 6/2/97 Public Services Committee Minutes of the 6/3/97 Plan Commission Meeting, 5/12/97 Parks & Recreation Board Meeting and 5/28/97 Library Board Meeting were received and placed on file. Ord. #929 - An Ordinance to Amend Chapter 20, Section 20.03 and Section 20.10 (3) of the Municipal Code of the City of Muskego (Public Waters and Beaches). Second Reading. Discussion took place regarding proposed amendment to increase height of residential structures in this development. Carried 6-0. Reso. #137-97 - Siting Resolution - Proposed Expansion of Solid Waste Landfill Future Parkland Landfill, Inc. Slocomb moved for adoption. Woodard seconded. Carried 6-0. It was noted that the Finance of Muskego for the Period July 1, 1997 to June 30, 1998. Salentine Committee removed the license for M. Schaumberg from approval list on 6/10. D'Acquisto moved to further amend list attached to Resolution by removing license for Bertram Schneider and request his appearance at the 6/18 Finance Committee meeting. Salentine seconded, carried. First Reading Ord. #934 - An Ordinance to Amend Chapter 14 to Add Section 1.5(2)(n) of the Municipal Code of the City of Muskego, Floodplain Zoning Ordinance: Official Map (Plum Creek). First Reading. Ord. #935 - An Ordinance to Repeal and Recreate Chapter 15 of the Municipal Code of the City of Muskego (Electrical Code). First Reading. D'Acquisto moved for approval of Temporary Class "B"/"Class B Retailer's License for Little Muskego Lake Assn. for 7/3/91, with rain date of 7/9 and for the Muskego Community Festival for 8/22, 8/23, 8/24 with restriction of wrist bands. Sanders seconded. Carried 6-0. D'Acquisto moved for approval of General Vouchers in the amount of $506,042. Sanders seconded. Carried 6-0. Sanders moved for approval of Utility Vouchers in the amount of $106,059.37. Slocomb seconded. Carried 6-0. CITY OFFICIALS' REPORTS The Clerk-Treasurer announced that DeDutv Treasurer Sallv Luell was the recipient of the Robert W. Baird scholarship for-her-attendance at the Treasurer's Institute at the UW-Green Bay. Mayor noted it was not necessary to convene into Closed Session No. 2. D'Acquisto moved to adjourn at 10:15 PM.
