COMMON COUNCIL Minutes 04-22-1997COMMON COUNCIL - CITY OF MUSKEGO MINUTES OF THE MEETING HELD APRIL 22, 1997 Also present were Aldermen D'Acquisto, Patterson, Pionek, Salentine, The meeting was called to order at 7:35 P.M. by Mayor De Angelis. Marenda, Finance Director Gunderson, and Deputy Clerk Blenski. Sanders, Slocomb, and Woodard, City Attorney Molter, Clerk-Treasurer The Clerk-Treasurer reported that the meeting was noticed in accordance with the Open Meeting Law on 4/18/97 and amended on 4/21/97. D'Acquisto moved for approval of the minutes of the 4/8/97 meeting and 4/15/97 organizational meeting. Salentine seconded, carried. Clerk-Treasurer read the Notices of Closed Sessions. D'Acquisto moved to convene into Closed Session No. 1 pursuant to §19.85(l)(e) Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons Mall, discussion as to hiring a consultant regarding the same, and require a closed session, more specifically acquisition of Parkland considering possible sale of a portion of said Mall. Sanders seconded. Carried 7-0. The Council reconvened into Open Session. COMMUNICATIONS FROM THE MAYOR'S OFFICE Mayor made the following announcements: 1. Committee appointments 2. Proclamation - Municipal Clerks Week 3. Informational Meeting will be held on Tuesday, May 6 at 7:OO PM 4. The City received notice of proposed expansion of Future Parkland The Mayor also presented a brief update on the status of Parkland Mall. Muskego resident, Art Dyer, has an accepted offer for the property; closing to take place by April 30. (Accepted 5/13/97) May 4 - 10, 1997 at New Berlin City Hall re: Linnie Lac Dam Issue Landfill. Patterson moved for acceptance of minutes of the 4/7/97 Public Services Committee Meeting. Pionek seconded, carried. Minutes of the 4/15/97 Plan Commission Meeting were received and placed on file. OLD BUSINESS Ord. #928 - An Ordinance to Amend Chapter 17 of the Municipal Code of Deferred 4/8/97. Salentine moved to defer until such time as the City of Muskego to Create Section 9.10 - Overlay Height District. and/or public hearing is submitted. Pionek seconded, carried. recommendation for proposed amendment to Chapter 17 for business park NEW BUSINESS Reso. #74-97 - Establishing Traffic Regulations. D'Acquisto moved for adoption. Gunderson noted that $57,641,300 would be returned to tax base. Sanders moved for adoption. D'Acquisto seconded. Finance Director Carried 7-0. Reso. #76-97 - Resolution to Dissolve Tax Increment District Number 6. Gunderson noted that $24,302,000 would be returned to tax base. Sanders moved for adoption. Salentine seconded. Finance Director Carried 7-0. Reso. #77-97 - Resolution to Approve Financing and Execution of 1998 Revaluation and New Construction Contract between the City of Muskego and Day & Zimmermann (CLT). D'Acquisto moved for adoption. Salentine Resolution which "mandates" funds be budgeted in 1998. Molter stated seconded. D'Acquisto expressed concern about the wording in the Carried 7-0. if the City enters into the Contract, it will obligated to pay for it. Mayor noted the terms are such in an effort to get them back on track so that one appt. will be made annually. Woodard seconded. Carried 7-0. Reso. #87-97 - Appointment of Citizen Members to Emerald Park Standing Committee (Skip Bartes and Jacqueline Schweitzer). Slocomb moved for adoption. Sanders seconded. Carried 7-0. Reso. #90-97 - Approval of Amendment to Contract with Rust Environment & Infrastructure. Sanders moved for adoption. Salentine seconded. Carried 7-0. Reso. #91-97 - Approval of Amendment to Rules and Regulations for Muskego Business/Industrial Park (As Amended) for InPro Corporation. Removed from agenda. LICENSES D'Acquisto moved for approval of Operator's Licenses for Dawn Jahns and Susan Wilson, as well as Karen Moeller with a 3, 6, and 9 mo. review. Sanders seconded, carried. VOUCHER APPROVAL D'Acquisto moved for approval of General Fund Vouchers in the amount of $526,702.13. Sanders seconded. Carried 7-0. Sanders moved for approval of Utility Vouchers in the amount of $727,524.89. Slocomb seconded. Carried 7-0. CITY OFFICIALS' REPORTS Clerk-Treasurer announced a public hearing to be held 5/13/97 at 7:20 PM to consider petition of the City to rezone property in the SW 1/4 of Section 36 for a fire arms range. Sanders moved to convene into Closed Session, pursuant to who is rendering oral or written advice concerning strategy to be §19.85(l)(g) Conferring with legal counsel for the governmental body adopted by the body with respect to litigation in which it is or is connections with Town of Norway Sanitary District. D'Acquisto likely to become involved, more specifically dispute over sewer D'Acquisto moved to convene into Closed Session, pursuant to seconded.
