BMLDA Minutes20171023 CITY OF MUSKEGO BIG MUSKEGO LAKE DISTRICT DEPUTY COMMISSIONERS MINUTES Monday October 23, 2017 Muskego City Hall CALL TO ORDER Len Pilak called the meeting to order at 6:01 PM. ROLL CALL Present: Len Pilak, Tom Kies, Greg Burmeister, Larry Schweitzer, and Tom Zagar (staff). Greg Karl Hoeppner was excused. Excused: Len Pilak and Larry Schweitzer. PLEDGE OF ALLEGIANCE Those present recited the Pledge of Allegiance. STATEMENT OF PUBLIC NOTICE Meeting was noticed in accordance with the open meeting laws. APPROVAL OF MINUTES – July 20, 2017 Tom Kies made a motion to approve the minutes of August 3, 2016. Larry S. seconded. Motion carried unanimously. VOUCHER APPROVAL None. UNFINISHED BUSINESS 1. Discovery and future management of the invasive algae starry stonewort in Big Muskego Lake and Bass Bay. No changes were noted since last meeting. 2. Current status of lake (water levels, ice, fish, and wildlife). Tom Kies noted there was a bog blocking the main ramp at Hunter’s Nest launch. At this time resident Mr. Bill Evers entered the room and New Business #1 was taken up. 3. Future project ideas. After Mr. Evers left, Greg B initiated discussion on the marking of the DNR wildlife refuge. 4. Discuss Little Muskego Lake plans for 7-foot drawdown and potential water level and water conveyance concerns for Big Muskego Lake NEW BUSINESS 1. Discuss and make recommendation regarding Lake District fee assessment for subdivision outlots. Mr. Bill Evers, treasurer of Stonebridge Subdivision homeowners association was present. Mr. Ever inquired why outlots in subdivisions were being assessed a District fee when all of the individual property owners within a subdivision were already paying that fee. Tom Zagar stated that he discovered inconsistency in this matter. In some cases off-lake subdivision outllots within District boundaries were being assessed a lake fee while those in other subdivisions within the District were not. He indicated that city staff met and suggested that a recommendation on the matter be made by Deputy Commissioners. Tom Kies made a motion to recommend that outlots be exempt from assessment of District fees. Len Pilak seconded and the motion was carried by all. Mr. Bill Evers also inquired how District lines were drawn and in some instances properties that appear closer to the lake were “out” of District while others were “in.” It was noted that the lines were drawn several decades ago before lands were subdivided and that watershed may have been a consideration.
