BMLDA20110726MINUTES Minutes DEPUTY COMMISSIONERS BIG MUSKEGO LAKE/BASS BAY PROTECTION & REHABILITATION DISTRICT DATE: Tuesday July 26, 2011 TIME: 6:30 PM LOCATION: Muskego City Hall – Muckey Room W182 S8200 Racine Avenue Muskego, WI 53150 CALL TO ORDER Chairman Pilak called to order at 6:38 pm., ROLL CALL Commissioners Greg Burmeister Tom Kies, Len Pilak Larry Schweitzer. City Conservation Coordinator, Tom Zagar also present. Dennis Paulson arrived at 6:43 pm. PLEDGE OF ALLEGIANCE All recited Pledge of Allegiance STATEMENT OF PUBLIC NOTICE Meeting was noticed in accordance with open meeting laws. APPROVAL OF MINUTES OF MEETINGS HELD- March 3, 2011 Greg noted that meeting minutes should indicate that the planned water level manipulation was to run through approximately Labor Day rather than September as represented in minutes. Contingent on this change Larry Schweitzer moved to approve, Tom Kies seconded, carried by all. VOUCHER APPROVAL None UNFINISHED BUSINESS 1. Status of Rehabilitation Management and ongoing projects Tom Zagar gave a rundown on bird activity. Osprey nest had 2 young that each died with a week. Eagle nest had 2 young that may have fledged by now. The approximately 200 pelicans that had frequented the lake in June are now absent. Forster’s terns, Black terns, and Yellow-headed blackbirds also no longer present. Greg noted that there has been a large die-off of Northern Pike following extremely warm water from recent heat wave. Len Pilak recalled that during a heat spell in 2001 or 2002 there was also a summer fish kill. DNR Fisheries staff is aware of the issue and although numbers of dead pike are alarming it still was estimated to represent a small minority of the overall population. Dennis Paulson noted that low water has decreased lake usage – Durham ramp had very little activity – also due to the road reconstruction project. 2. Discuss status/results of water level manipulation project. It was noted that the lake is currently lower than the targeted 6” summer lowering of the water level, and is about 9” low due to dry weather. (NOTE: April/May target level was a one foot lowering). Tom Zagar noted that exposed mudflats were being colonized by plants, mostly bulrush and cattail. Deputy Commissioners also noted that there definitely have been no problems with moving bogs. NEW BUSINESS 1. Discuss projects for 2012 (Including possibility of a Bass Bay alum treatment) Tom Zagar proposed considering an alum treatment project on Bass Bay. Bass Bay has had algae blooms over the past few years – due to high phosphorus in the water. He researched costs and found it would likely cost about $70,000. It could not be done within the budget without grant assistance. Deputy Commissioners decided not to add it as a project for 2012 until more information on obtaining a grant was available. (Subsequent to meeting it was found that alum projects are not likely to be funded by DNR) 2. Discuss and finalize annual meeting agenda Greg requested a personal appearance by DNR to report on water manipulation results. 3. Discuss and make recommendation for 2012 budget A draft copy of the 2012 budget was passed out to each Deputy Commissioner. There were no significant changes from the 2011 budget. Greg recommended for approval as nd presented Dennis 2, carried by all. COMMUNICATIONS AND ANY OTHER BUSINESS AS AUTHORIZED BY LAW None. ADJOURNMENT Larry moved to adjourn at 7:38. Meeting adjourns.
