BMLDM20090623 MINUTES DEPUTY COMMISSIONERS - BIG MUSKEGO LAKE/BASS BAY PROTECTION & REHABILITATION DISTRICT DATE: Tuesday June 23, 2009 TIME: 6:00 PM* NOTE: This is before the regular Commissioners’ meeting LOCATION: Muskego City Hall – Muskego Room W182 S8200 Racine Avenue Muskego, WI 53150 CALL TO ORDER Tom Kies called meeting to order at 6:34 pm. Tom Zagar apologized that a 6:00 meeting time was on agenda – it should have been 6:30. ROLL CALL Deputy Commissioners Tom Kies, Larry Schweitzer, Greg Burmeister, Dennis Paulson present. Alderman Schaumberg and Tom Zagar also present. Commissioner Len Pilak excused. PLEDGE OF ALLEGIANCE STATEMENT OF PUBLIC NOTICE APPROVAL OF MINUTES OF MEETING HELD- August 4, 2008 Larry moved to approve, seconded by Dennis. Greg inquired about tributary water testing discussed in the minutes. Tom Z indicated that , motion carried. VOUCHER APPROVAL None UNFINISHED BUSINESS 1. Status of Rehabilitation Management and ongoing projects Wildlife was discussed. Eagles are nesting – it is likely but unknown if they have young in the nest. Ospreys had 3 eggs, 2 hatched and the remote camera is posting nest pictures to the City website. 2. Restoration project for conservancy lands in Bass Bay tributary watershed It was noted that DNR is actively pursuing a couple of land acquisitions. NEW BUSINESS 1. Selection of chair and secretary Selections of Len Pilak as chair and Tom Kies as secretary were unanimously approved. 2. Discuss plans for “tuffboom” debris barrier for outlet channel to dam and Durham launch channel It was noted that the District received a “tuffboom” debris barrier from DNR fisheries. Buoys, chains and other hardware are ready to go. Greg described the “pier posts” that will be used to secure the floats to the lakeside openings. Deputy Commissioners agreed to meet June 30 to install the boom. 3. Discuss goose and aquatic plant nuisance control projects Tom Kies noted that there was a significant amount of invasive Phragmites on the nesting islands on the east side of the lake. There was discussion about planning a project to mow, burn, and herbicide the plants. Tom Z informed the group that Marine Biochemists treated for Eurasian Water Milfoil (EWM) on the south and southwest shores of Bass Bay but were not allowed to treat on the north shore after the DNR Aquatic Plant Management Coordinator discovered blue- green algae on that shore. Tom K reported that the recent rains appear to have washed the out blue-green and other algae in that area. Tom Z had contacted the DNR to schedule resumption of treatment as soon as possible. Deputy Commissioners talked about a large EWM patch on the south side of Big Muskego estimated at about 5 or 6 acres in size. This area and the EWM in front of Groveway Lane will also be treated upon return by the contractor. Larry excused himself at 7:05 pm but noted before leaving that the lake appeared to have more carp than recent years. Tom Z reported on the Canada Goose roundup: 25 geese were removed from Bass Bay, 15 geese from Priegel Drive, and 50 geese from nearby Moorland park. COMMUNICATIONS AND ANY OTHER BUSINESS AS AUTHORIZED BY LAW Greg noted the large number of anglers using the lake. ADJOURNMENT Greg motioned to adjourn at 7:12 pm, seconded by Dennis, carried by all.
