BMLDA20080804minutes Minutes DEPUTY COMMISSIONERS - BIG MUSKEGO LAKE/BASS BAY PROTECTION & REHABILITATION DISTRICT DATE: Monday, August 4, 2008 TIME: 7:00 PM LOCATION: Muskego City Hall – Muckey Room W182 S8200 Racine Avenue Muskego, WI 53150 CALL TO ORDER Tom Kies chaired meeting and called to order at 7:01 pm. ROLL CALL Deputy Commissioners Tom Kies, Larry Schweitzer, Greg Burmeister, Dennis Paulson in attendance. Len Pilak was excused. Tom Zagar (City of Muskego) PLEDGE OF ALLEGIANCE Those present recited pledge of allegiance STATEMENT OF PUBLIC NOTICE Tom Kies noted that City Clerk Janice Moyer publicly noticed meeting in accordance to open meeting law. APPROVAL OF MINUTES OF MEETING HELD- April 21, 2008 Larry motioned to approve minutes, Dennis seconded, and carried by all. VOUCHER APPROVAL None. UNFINISHED BUSINESS 1. Status of Rehabilitation Management and ongoing projects Water quality was discussed. Bass Bay has had algae growth all summer including some potentially toxic blue green growth earlier. Filamentous algae and blue-green has subsided. Water still turbid with suspended planktonic (free-floating) algae. Not as much Eurasian Water Milfoil (EWM) and other aquatic plant growth in Bass Bay as other years - thus little chemical weed treatment needed in Bay. Both Greg and Larry noted the excessive algae growth and other plant growth near the tributaries that enter on each end of Groveway Lane. It was suspected that nutrient enrichment from the golf course may be the culprit. The commissioners discussed testing for phosphorus. Tom Z. indicated that it could be tested in August when the City conducts its lake sampling. Larry motioned that the tributaries be tested for phosphorus in August, Dennis seconded and carried by all. Fish and wildlife was discussed. It was noted that several dead carp have been seen floating. Greg noted that gamefishing has been very good. Larry noted that among many bluegills caught, few were of legal size. Tom Z. reported 2 young ospreys were hatched on the lake this year. Tom Kies reported a kingfisher. Greg noted that he saw an adult eagle recently and earlier this spring/summer he saw 2 adults and 1 juvenile, presumably the parents & offspring from last year’s nesting. 2. Discuss Eurasian Water milfoil coverage and management for 2008 EWM treatment on Big Muskego Lake’s eastern shore was discussed. Tom Z. stated that about 5 acres were treated in the Groveway Lane area. Greg questioned its effectiveness as he has seen a lot in the area. He agreed to look at this area with Tom Z. 3. Restoration project for conservancy lands in Bass Bay tributary watershed. Tom Z. discussed idea of restoring native vegetation on City-owned conservation lands along tributary that leads through Moorland park and into Bass Bay. Land is currently vegetated with weedy plants that colonize fallow agricultural fields. It is proposed that $3,000 in lake district funds be utilized to partially fund the seeding costs for the 20-acre area. NEW BUSINESS 1. Discuss 2009 budget A draft of the budget was distributed and discussed. Deputy Commissioners noted that it lacked details of the budget items. It was later learned that the distribution lacked a 2nd page that gave more details. Tom Z. noted that $2,000 was included for Canada goose control and that $3,000 was proposed for the Bass Bay watershed restoration project. 2. Discuss 2008 annual meeting agenda items. Tom Z. noted that one item added to the agenda would be to enter the USDA’s Canada Goose control program. In the first year geese are tested for safety for consumption. In subsequent years, gees are then removed, euthanized, and processed for food pantries. Tom Kies stated that goose numbers were down this year but that we should still entertain the idea of getting into the program. The other agenda item would be to commit money toward aforementioned project for restoration of lands adjacent to the Bass Bay tributary.
