BMLDDM20070716 APPROVED BIG MUSKEGO LAKE/BASS BAY PROTECTION & REHABILITATION DISTRICT DEPUTY COMMISSIONERS MEETING HELD JULY 16, 2007 Deputy Commissioner and Chair Len Pilak called the meeting to order at 7:02 pm. Also present were Deputy Commissioners Larry Schweitzer, Tom Kies, Greg Burmeister, and Dennis Paulson. Conservation Coordinator Tom Zagar was also present. Those present recited the Pledge of Allegiance. Len Pilak stated that the meeting was posted in accordance with the open meeting law. APPROVAL OF PREVIOUS MEETING’S MINUTES – Larry Schweitzer moved to approve the minutes of the October 23, 2006 meeting. Seconded by Greg Burmeister, and carried by all. VOUCHER APPROVAL – There were no vouchers to approve. OLD BUSINESS STATUS OF REHABILITATION AND ONGOING PROJECTS Greg told the group that he and Tom Kies attempted to remove old pier pilings from Bass Bay lakebed. Dennis Paulson reported that a group of duck hunters volunteered & conducted a lake cleanup th on May 19 . They removed duck blind debris that was left behind. This was the third consecutive year of the cleanup and the amount of debris was still considerable. Greg further indicated a need for cleanup of Pilak Creek. A date was set for Deputy th Commissioners and other volunteers to meet at 9 am on Saturday August 4 for a cleanup of the creek between the lake and Woods Road. DISCUSS EURASIAN WATER MILFOIL COVERAGE & MGT. FOR 2007 Tom Zagar noted that about 5 acres of milfoil coverage on the lake were chemically treated but that a survey of Bass Bay showed no need for treatment. The milfoil was pale, weak, and covered with algae – not susceptible to treatment. It was not dominating as in past years. It was noted that if it begins growing robustly it will be treated later in the year. Len and Tom will monitor the condition of Eurasian water milfoil. NEW BUSINESS DISCUSS ANNUAL AGENDA MEETING ITEMS Len noted that its been 10 years since the lake has been refilled following restoration. Presentation at annual meeting should highlight the continued success. Dennis said he would provide photos of the lake cleanup. Len suggested discussion of goose control measures. Deputy Commissioners reported a large number of Canada geese inhabiting shorelines/yards of homeowners on Bass Bay and areas such as Groveway Lane on Big Muskego. Tom Zagar noted that alternative strategies to a settling basin were being explored for reducing downstream sedimentation should pumping be needed to dewater the lake in future lake restoration efforts. An update on this topic would be part of the presentation. DRAFT BUDGET FOR 2008 The Deputy Commissioners were given a draft of the budget as presented: NOTICE OF ANNUAL MEETING AND PUBLIC HEARING FOR THE BIG MUSKEGO LAKE/BASS BAY PROTECTION AND REHABILITATION DISTRICT Notice is hereby given that at the Annual Meeting of the Big Muskego Lake/Bass Bay Protection and Rehabilitation District to be held on Monday, August 27, 2007, at 7:00 p.m. at the Muskego City Hall, W182 S8200 Racine Avenue, a PUBLIC HEARING on the PROPOSED BUDGET will be held. The proposed budget in detail is available for inspection at City Hall in the Clerk-Treasurer's office from 8:00 a.m. to 4:30 p.m. on Monday through Friday. The following is a summary of the proposed 2008 Budget. There was discussion some about the assessments for on-lake and off-lake property owners that it had not change in at least 10 years. It was agreed that at this time, no changes in assessment were needed. After some discussion of budgeted amounts no recommendations were made to change the proposed budget draft. Larry moved to recommend approval of the 2007 budget. Seconded by Tom Kies, and carried by all. SCHEDULING OF LAKE TOUR FOR COMMISSIONERS Tom Z. noted that a least 3 Commissioners (Aldemen), the Mayor, and the City Administrator will meet at 6 pm at Boxhorn launch on Wednesday July 18 to tour the lake. Dennis Paulson volunteered to guide some on his boat. Greg Burmeister will utilize his boat and Tom Zagar will drive the Lake District boat. DISCUSS OTHER POTENTIAL PROJECTS Tom Zagar explained a possible wetland restoration project for City owned lands in the watershed of the Sandy Beach tributary to Bass Bay. The lands were dedicated to the City from subdivision developments and currently are mostly covered with weedy nonnative vegetation. Len spoke of the goose nuisances. Tom Zagar explained that the USDA had a program in which geese are captured, euthanized, and processed for food pantries. He will provide Len with contact information.
