BIG MUSKEGO LAKE/BASS BAY PROTECTION & REHABILITATION DISTRICT
DEPUTY COMMISSIONERS MEETING HELD TUESDAY JULY 26, 2005
Deputy Commissioner and Chair Len Pilak called the meeting to order at 7:03 pm. Also present
were Deputy Commissioners Larry Schweitzer, and Greg Burmeister. Conservation Coordinator
Tom Zagar and Don Conner (Little Muskego Lake District Commissioner) were also present.
Those present recited the Pledge of Allegiance.
Len Pilak stated that the meeting was posted in accordance with the open meeting law.
APPROVAL OF PREVIOUS MEETING’S MINUTES – Larry Schweitzer moved to approve
the minutes of the May 10, 2005 meeting. Seconded by Len Pilak, and carried by all.
VOUCHER APPROVAL – There were no vouchers to approve.
COMMUNICATIONS AND ANY OTHER BUSINESS AS AUTHORIZED BY LAW
Don Conner a Commissioner of the Little Muskego Lake District reviewed an incident last week
in which two of their three weed harvesters capsized in a severe thunderstorm. He requested the
use of the harvester owned by the Big Muskego Lake/Bass Bay Protection and Rehabilitation
District while theirs were being repaired or replaced. All in attendance agreed to the request
especially since it is not currently needed on Big Muskego Lake. The only issue of concern was
in the unlikely event that there was damage to the machine - how this would be paid. Don
Conner indicated that their District would look into insuring the craft while using it. Larry
Schweitzer pointed out that it is an older machine and there is a potential that some major engine
problem could arise for which Little Muskego Lake District would not be responsible. Larry
Schweitzer moved to recommend allowing use of the District’s harvester, seconded by Greg
Burmeister, and carried by all.
UNFINISHED BUSINESS
STATUS OF REHABILITATION AND ONGOING PROJECTS –
Larry discussed the excessive shrub growth on Island #1. All agreed to try to rent a brush cutter
during the fall/winter/spring dormant season to reduce the woody plant growth.

DISCUSS 2 PHASE OF FISH BARRIER PROJECT
Len talked of his discussions with DNR land agent Jim Jackley who said to hold off on
contacting the second landowner while the DNR negotiates this potential acquisition.
Jackley said as big of a carp immigration concern was the existing position of the
electrodes on the dam’s carp barrier. Deputies agreed to have Tom Zagar contact Randy
Schumacher about changing the configuration of electrodes.
EURASIAN WATERMILFOIL (EWM) COVERAGE AND MANAGEMENT FOR
2005 –
Len said the EWM in Bass Bay was in poor shape – likely due to the chemical treatment.
NEW BUSINESS
DISCUSS ANNUAL MEETING AGENDA ITEMS
The Deputies looked at last year’s annual meeting agenda and saw nothing new to add.
They suggested a short slideshow of ospreys, fish barrier project, milfoil project, etc…
for residents in attendance.
REVIEW AND EDIT DRAFT BUDGET AND RECOMMEND ADOPTION
The Deputies looked at draft of the budget prepared by Sharon Mueller of the Finance
Department. Agreeing there was no reason to change any dollar amounts the Deputy
Commissioners recommended approving the draft: Larry Schweitzer motioned to
recommend to the body of Lake District members at the 2005 annual meeting to approve
the draft of the budget as presented.

Being no further business to discuss, Greg Burmeister moved to adjourn. Larry Schweitzer
seconded. Carried by all. Meeting adjourned at 8:05 pm.
