BMLDDepMin121102 Approved BIG MUSKEGO LAKE/BASS BAY PROTECTION & REHABILITATION DISTRICT DEPUTY COMMISSIONERS MEETING HELD WEDNESDAY, DECEMBER 11, 2002 Greg Burmeister called the meeting to order at 7:05 pm. Those present were Deputy Commissioners Larry Schweitzer, Greg Burmeister, Steve Wojnowski and Tom Kies. Lakes Projects Coordinator Tom Zagar was also present. Also in attendance was Dick Bennett, the owner of Boxhorn Gun Club, and Russ Kashian, the professor from UW-Whitewater who worked on the BML/BB User Survey. Those present recited the Pledge of Allegiance. The meeting was posted in accordance with the open meeting law. APPROVAL OF PREVIOUS MEETING’S MINUTES – The committee reviewed the minutes for the October 16, 2002 meeting. A motion was made by Greg Burmeister to approve the minutes of the October 16, 2002 meeting, seconded by Tom Kies and carried by all. VOUCHER APPROVAL – Steve Wojnowski presented the receipts for the repair parts for the weed cutter. UNFINISHED BUSINESS STATUS OF REHABILITATION MANAGEMENT – Dick Bennett, the owner of Boxhorn Gun Club, came to discuss the boat launch area and offer a few suggestions. The City has an easement on his property, and therefore operates the launch and receives the user fees for the launch. Dick commented that the new dock area at Boxhorn is very well lit, and they did a beautiful job. He said that the shallow mud flat in front of the launch builds up over time and is a continual problem. Dick believes that the removal of mud to reasonable depth for boat launching should be considered. Dick said that many other fishermen, hunters, etc. use the parking lot and there should be a parking fee either in addition to or along with the boat launching fee. The consensus of the Deputy Commissioners is to run a test to see if incidents of non-payment of fee are excessive. Also, it was debated weather other recreational users, such as snowmobilers, ice fishermen, etc., should pay a potential parking fee as well. NEW BUSINESS RESULTS OF BIG MUSKEGO LAKE/BASS BAY- LAKE DISTRICT SURVEY- Russ Kashian, the professor from UW-Whitewater who worked on the BML/BB User Survey, attended the meeting to discuss the results of the survey. Russ said that there was a very high response rate for the survey. He also said that marketing of lake projects should be targeted to residents based on their perceptions of lake value (e.g. fishing vs. viewing). EVALUATE BOUNDARIES OF LAKE DISTRICT AND POTENTIALLY RECOMMEND CHANGES- The committee discussed possible boundary changes of the lake district. The changes would involve using existing major roadways, such as Durham, North Cape, and Loomis, and/or watershed boundary.
