BMLDDepMin07172001 Big Muskego Lake/Bass Bay Protection & Rehabilitation District Deputy Commissioners Meeting – July 7, 2001 – Page 1 Big Muskego Lake/Bass Bay & Rehabilitation District Board of Deputy Commissioners Minutes of Meeting Held Tuesday Tuesday, July 17, 2001 The meeting was called to order at 7:04 by Chairman Al Bing. Present were Deputy Commissioners Curt Klenz, Andy Grunfelder, Debbie Pavela and Larry Schweitzer. Also present were resident Leonard Pilak and City of Muskego Lakes Project Coordinator Tom Zagar. It was noted that the meeting had been noticed in accordance to the Open Meeting Law. The minutes of the February 20, 2001 meeting were read and approved by Curt Klenz and seconded by Larry Schweitzer. Motion to approve carried unanimously. Unfinished BUSINESS Tom Zagar reported on the status of the dike repair on the southwest side of Big Muskego Lake. The projected cost of the project is $150,000 to be split three ways between the State, the City and Ducks Unlimited. The project is hoped to be started in the Fall of 2002, at the earliest. Leonard Pilak advised that he and Susie Link, from the Little Muskego Lake District, will be attending the Public Works Committee meeting scheduled for Monday, July 23, 2001, to discuss the dam drawdown dates for 2001 and future years. Tom Zagar reported that they had borrowed the weed conveyor from Little Muskego Lake to unload cattail debris from the City access site on Durham. Although 3 dump loads were removed it was a very tedious process and much material remains. Tom has contracted for a Weed Harvestor on August 6, to be used for a minimum 30 hours. A discussion was held on the need to purchase a trolling motor. Larry Schweitzer volunteered to look into purchase of a decent motor and will report back to the committee. The commissioners discussed budget for the District for 2001-2002. Tom Zagar advised that presently we contract with the USGS for water monitoring and that there is a possibility that the DNR may no longer cost share for this monitoring. Tom will explore the possibility of purchasing equipment for monitoring to be done in-house. Larry Schweitzer moved to recommend approval of the attached budget to the th Commissioners for adoption at their annual meeting on August 27, 2001. Seconded by Curt Klenz, motion carried unanimously. A discussion was held on the Eurasian watermilfoil dying off from the chemical application in June. The milfoil weed treatment in Bass Bay treated 32 acres and cost Big Muskego Lake/Bass Bay Protection & Rehabilitation District Deputy Commissioners Meeting – July 7, 2001 – Page 2 approximately $12,000. It took two and one-half weeks to die off. Some of the residents did not see the postings facing lakeward. Andy Grunfelder moved to have additional signs posted at road access to lake properties. Seconded by Curt Klenz, motion carried unanimously. Leonard updated the Deputy Commissioners on the Land Conservation Committee’s recommendation that includes having the City purchase more green space and said a there is a pending purchase. The District Commissioners agreed to change future agenda item from Rehabilitation Management to On-going Maintenance Program. Leonard Pilak reported that he has received donations of outdated fish from both Sentry and Pick & Save and it is making the osprey feedings much easier. The District Commissioners will appoint someone to send out thank you cards to both of these establishments as well as sending out thank you cards to those involved in the purple loose strife management which were dug and potted by volunteers from Muskego High School, Girl Scouts, Curt Klenz, Al Bing, Len Gulch and Larry Schweitzer.
