MINUTES OF QUARTERLY MEETING HELD TUESDAY, JANUARY 23, 2007
The meeting was called to order at 7:20 PM by Mayor Johnson. Also present were
Commissioners Borgman, Buckmaster, Madden, Melcher, Salentine and Schaefer, City
Administrator Sheiffer, Clerk -Treasurer Moyer, Tom Zagar and Deputy Commissioners
Pilak and Schweitzer. Commissioner Snead was absent. Those present recited the
Pledge of Allegiance.
The Clerk -Treasurer stated the meeting was noticed in accordance with the Open
Meeting Law.
APPROVAL OF MINUTES
Commissioner Buckmaster moved for approval of the October 24, 2006 minutes
of the quarterly meeting. Commissioner Salentine seconded; motion carried.
VOUCHERS
There were no vouchers that required approval.
OLD BUSINESS
Deputy Commissioners' Update
(Current Condition of Lake/Bay: Water Levels, Plant Growth, Fish and Wildlife)
Deputy Commissioner Leonard Pilak reported that because of the mild temperatures in
December there were several fishing boats on the lake, which is rare for that time of the
year. The lake has just recently frozen over and now ice fishing activity has begun. He
noted that there is some concern regarding the 2007 draw down of Little Muskego Lake.
With several rain events that took place at the time of the draw down and the early
December snowfall, some property owners on Bass Bay experienced flooding. They
are concerned about shoreline damage once the water freezes. Mr. Pilak stated that
more coordination is needed between the two lake districts this year. Commissioner
Buckmaster stated that the Public Works Committee would review this year's draw
down. Mr. Pilak also expressed concern that the weeds are expected to be
phenomenal because of the lack of snow on the ice.
Status of Big Muskego Lake Wildlife Area - Land Acquisition by DNR
Mr. Pilak reported on some of the proposed DNR property acquistions. One is a 15-
acre parcel located at the Schultz Rod and Gun Club, which is close to being finalized.
There is one other property the DNR is interested in located on the northeast side of Big
Muskego Lake.

Discuss Joint Funding Agreement for USGS Monitoring of Big Muskego Outlet
Mr. Zagar stated that water level monitoring is important as demonstrated by the issues
raised by Mr. Pilak. In the past four years, the City and Big Muskego Lake District have
paid for the monitoring. Mr. Zagar reported that Mayor Johnson expressed concern that
the cost to have the monitoring done by U.S. Geological Survey was quite high. Mr.
Zagar researched other ways to perform the monitoring. A piece of equipment can be
purchased for $1,500. It can be deployed and will continuously monitor levels with
periodic visits to download the information to a laptop computer. Commissioner
Salentine moved to approve the expenditure of funding not to exceed $1,600 for
the purchase as recommended by Mr. Zagar for water monitoring to be done by
the City. Commissioner Borgman seconded; motion carried. Mr. Zagar noted that
the data will be posted to the City's website but will not be real time data as provided by
U.S.G.S.

Commissioner Buckmaster moved to adjourn at 7:32 PM. Commissioner
Borgman seconded; motion carried.
