BMLCommM20061024BIG MUSKEGO LAKE/BASS BAY PROTECTION & REHABILITATION DISTRICT so BOARD OF COMMISSIONERS Approved 1/23/2007 MINUTES OF QUARTERLY MEETING HELD TUESDAY, OCTOBER 24, 2006 The meeting was called to order at 7:22 PM by Mayor Damaske. Also present were Commissioners Borgman, Buckmaster, Madden, Melcher, Schaefer, and Snead, City Attorney Molter, City Administrator Sheiffer, Clerk -Treasurer Moyer, and Deputy Commissioners Pilak and Kies. Commissioner Salentine was absent. Those present recited the Pledge of Allegiance. The Mayor stated the meeting was noticed in accordance with the Open Meeting Law. APPROVAL OF MINUTES Commissioner Buckmaster moved for approval of the August 22, 2006 minutes of the special meeting. Commissioner Madden seconded; motion carried. VOUCHERS Commissioner Buckmaster moved for approval of check to DOI-USGS in the amount of $3575. Commissioner Madden; motion carried. In addition, the Commissioners received a report that vouchers totaling $11,668.56 were paid. OLD BUSINESS Deputy Commissioners' Update (Current Condition of Lake/Bay: Water Levels, Plant Growth, Fish and Wildlife) Deputy Commissioner Leonard Pilak reported that the osprey program was successful this summer. Some chicks have hatched and some migratory osprey were observed. That is a testament to the condition of the lake; the water clarity is good. It will be 10 years this spring since the lake was refilled after the restoration project. There is always a struggle to control the eurasion milfoil. This year was not quite as bad because the water levels were higher. The annual spraying of the lake was done and eradicated the weeds for the entire summer. Fishing was sporadic because of the weather. Some very large northern and bass were caught on the lake this year. The Lake District is in the process of doing a detention pond study and engineering plan for a potential future drawdown. If another drawdown is done, the water will be diverted to a detention basin before it goes back into Wind Lake. Funding in the amount of $17,000 has been budgeted for the project. It was anticipated that some grant funding would also be available; however, two grants applied for were not awarded to the Lake District. An attempt will be made to complete the project for the $17,000 that was budgeted. Assistance from UWM will be available. Status of Big Muskego Lake Wildlife Area - Land Acquisition by DNR BMUBB Board of Commissioners October 24, 2006 Page 2 Mr. Pilak reported that the DNR is working on two separate land acquisitions. The Lake District has some monies available and may be able to participate with the purchases. One acquisition cannot be discussed at this time. The other is a 15-acre purchase from the Schultz Rod and Gun Club located on the north side of the lake. The acquisition should be finalized very soon. Two other possible acquisitions are being pursued. NEW BUSINESS Election of Secretary and Treasurer Commissioner Buckmaster moved to elect the Clerk -Treasurer as the Board's secretary and Finance Department Supervisor as the Board's treasurer. Commissioner Madden seconded; motion carried. ADJOURNMENT Commissioner Borgman moved to adjourn at 7:30 PM. Commissioner Melcher seconded; motion carried.
