BMLCommM20060627BIG MUSKEGO LAKE/BASS BAY PROTECTION & REHABILITATION DISTRICT BOARD OF COMMISSIONERS Approved 8/22/2006 MINUTES OF QUARTERLY MEETING HELD TUESDAY, JUNE 27, 2006 The meeting was called to order at 7:40 PM by Mayor Damaske. Also present were Commissioners, Borgman, Buckmaster, Madden, Melcher, Salentine, Schroeder, and Snead, City Attorney Molter, City Administrator Sheiffer, Clerk -Treasurer Moyer, and Deputy Commissioners Kies and Burmeister. Conservation Coordinator Zagar arrived during the meeting. Those present recited the Pledge of Allegiance. The Clerk -Treasurer stated the meeting was noticed in accordance with the Open Meeting Law. APPROVAL OF MINUTES Commissioner Salentine moved for approval of the April 11, 2006 minutes of the special meeting. Commissioner Madden seconded; motion carried. VOUCHERS There were no vouchers that required approval. The Commissioners received a report that vouchers totaling $548.04 have been paid to date. OLD BUSINESS Deputy Commissioners' Update (Current Condition of Lake/Bay: Water Levels, Plant Growth, Fish and Wildlife) Deputy Commissioner Greg Burmeister stated he went out on the lake Monday evening so he could provide a current report on various issues. The water levels are high, at least a foot and a half above what they had been last year at the end of the season. Bass Bay is in good shape. Weed eradication took place in spring so there are very few eurasion milfoil plants present. Mr. Burmeister noted that an algae bloom has occurred on Bass Bay because of all the rain and fertilizer runoff. The fish population is tremendous. Regarding wildlife, Mr. Burmeister noted that there is an active osprey nest in the area. Turtles and frogs are also present, which is an indicator that the lake conditions are healthy. Status of Big Muskego Lake Wildlife Area - Land Acquisition by DNR Mr. Burmeister stated he spoke with Jim Jackley of the DNR. Mr. Jackley indicated that it is becoming more difficult to acquire land on the lakes. Development is putting pressure on alternative uses and costs. The Deputy Commissioners have been pushing to have the dike work completed on the southwest side of the lake. No progress has been made with the landowner regarding an easement or purchase. 0 BMUBB Board of Commissioners June 27, 2006 Page 2 • NEW BUSINESS Discuss Agenda Items for Big Muskego Lake/Bass Bay Annual Meeting Mr. Burmeister stated that the Deputy Commissioners would meet in July to discuss the budget and other items to be placed on the agenda for the annual meeting. Discuss Establishing a "No Permanent Blinds" Ordinance Mr. Burmeister stated that in the past abandoned duck blinds have been a problem on the lake. He has been involved in the removal of some of the old duck blinds. At one time, a proposed ordinance was considered to control the problem. However, now many people hunt from their boats and the need for permanent blinds has decreased. In addition, some groups such as Ducks Unlimited have put together volunteers to remove the blinds that have been left over the years. If these programs continue, the problem should be alleviated and there would be no need for an ordinance. Commissioner Salentine noted that if an ordinance would be proposed, enforcement is a problem. ADJOURNMENT Commissioner Borgman moved to adjourn at 7:55 PM.
