BMLCommM20060328n LJ BIG MUSKEGO LAKE/BASS BAY PROTECTION & REHABILITATION DISTRICT BOARD OF COMMISSIONERS Approved 4/11/2006 MINUTES OF QUARTERLY MEETING HELD TUESDAY, MARCH 28, 2006 The meeting was called to order at 7:20 PM by Mayor Damaske. Also present were Commissioners IVlelcher, Borgman, Buckmaster, Madden, Patterson, Salentine and Schroeder, City Attorney Molter, Clerk -Treasurer Moyer, Conservation Coordinator Zagar, and Deputy Commissioners Pilak and Kies. Those present recited the Pledge of Allegiance. The Clerk -Treasurer reported the meeting was noticed in accordance with the Open Meeting Law. APPROVAL OF MINUTES Commissioner Melcher moved for approval of -the June 28, 2005 and January 24, 2006 minutes. Commissioner Salentine seconded; motion carried. VOUCHERS Commissioner Salentine moved to approve voucher in the amount of $895. Commissioner Melcher seconded; motion carried. OLD BUSINESS Deputy Commissioners' Update (Current Condition of Lake/Bay: Water Levels, Plant Growth, Fish and Wildlife) Deputy Commissioner Pilak reported that becausE� of the mild winter, some proposed projects, such as water testing, could riot be completed. Work was just recently performed on some of the islands to remove woody vegetation. The removal of the osprey hack boxes has still not been completed because the ground is too soft. Fishing has been good with the open water. Status of Big Muskego Lake Wildlife Area - Land Acquisition by DNR Mr. Pilak stated the DNR was in the process of purchasing land from Schultz Rod and Gun Club. He also reported that there were other properties that the DNR was interested in acquiring. NEW BUSINESS Authorization to Apply for Lake Management Grant for Design of Settling Basin Mr. Zagar stated that the adopted lake management plan recognizes that at some point, another restoration project will be needed, which will include a drawdown. In anticipation of that, the lake management plan calls for the construction of a settling basin that would capture solids before the water is pumped downstream. The grant would allow engineering work Ito be done to design a sediment removal system in the event of a future drawdown of Big Muskego Lake. The grant program requires a 25% BMUBB Board of Commissioners March 28, 2006 Page 2 • local cost share with 75% of the money coming from the DNR. The engineering work will probably cost a total of between $15,000 and $35,000. Commissioner Salentine moved to authorize submittal of the grant application. Commissioner Madden seconded; motion carried. ADJOURNMENT Commissioner Buckmaster moved to adjourn at 7:40 PM. Commissioner Melcher seconded; motion carried.
