BMLCommM20050322BIG MUSKEGO LAKE/BASS BAY PROTECTION & REHABILITATION DISTRICT BOARD OF COMMISSIONERS Approved June 28, 2005 MINUTES OF QUARTERLY MEETING HELD TUESDAY, MARCH 22, 2005 The meeting was called to order at 7:42 PM by Mayor Slocomb. Also present were Commissioners Salentine, Borgman, Buckmaster, Madden, Patterson and Schroeder, City Attorney Molter, Clerk -Treasurer Moyer, Deputy Clerk Blenski, Conservation Coordinator Zagar, and Deputy Commissioners Pilak and Kies. Aid. Melcher was excused. Those present recited the Pledge of Allegiance. The Clerk reported the meeting was noticed in accordance with the Open Meeting Law. APPROVAL OF MINUTES Commissioner Salentine moved for approval of January 25, 2005 minutes. Commissioner Schroeder seconded; motion carried. The Commissioners received a report of the vouchers paid since the last quarterly meeting. Commissioner Salentine moved to approve payment in the amount of $71,135.50 to C. W. Purpero, Inc. Commissioner Schroeder seconded. Motion carried 7-0. OLD BUSINESS Deputy Commissioners' Update (Current Condition of Lake/Bay: Water Levels, Plant Growth, Fish and Wildlife) Mr. Zagar stated there was no winterkill due to the periodic melting of the snow cover and relatively high water levels. The water quality was monitored and the oxygen levels were good. Leonard Pilak has indicated that fishing is good. The big project this winter is construction of the dike. Photos were distributed. The first phase of the project is being completed; this is the northern half of the dike. The second phase still needs to be completed, which involves another landowner. The level of the dike was raised (two to three feet) and widened significantly. The contractors discovered an area of clay and were able to use that to rebuild the dike. With a base of clay, it should last significantly longer than if it had been made exclusively of peat soils as anticipated. Status of Big Muskego Lake Wildlife Area - Land Acquisition by DNR Mr. Zagar stated there is nothing new to report. Mayor Slocomb noted discussions with various landowners continue. The DNR does not have any specific timeline to accomplish. BMUBB Board of Commissioners Page 2 March 22, 2005 0 NEW BUSINESS Discuss Existing and New Projects Mr. Zagar identified the following: ■ Continued control of invasive aquatic plants in the lake. ■ Continued control of purple loosestrife. High school biology students will again raise beetles that eat the loosestrife. ■ Removal of hackbox structure used to raise young ospreys; project is over.
