BMLCommM2005012511 BIG MUSKEGO LAKE/BASS BAY PROTECTION & REHABILITATION DISTRICT BOARD OF COMMISSIONERS Approved MINUTES OF QUARTERLY MEETING HELD TUESDAY, JANUARY 25, 2005 The meeting was called to order at 8:07 PM by Mayor Slocomb. Also present were Commissioners Salentine, Borgman, Buckmaster, Madden, Melcher, Patterson and Schroeder, City Attorney Molter, Clerk -Treasurer Moyer, Deputy Clerk Blenski, and Deputy Commissioners Pilak and Kies. Those present recited the Pledge of Allegiance. The Clerk reported the meeting was noticed in accordance with the Open Meeting Law. APPROVAL OF MINUTES Commissioner Buckmaster moved for approval of October 26, 2004 minutes. Commissioner Salentine seconded; motion carried. The Commissioners received a report of the vouchers paid since the last quarterly meeting. There were no vouchers that required approval. OLD BUSINESS Deputy Commissioners' Update • (Current Condition of Lake/Bay: Water Levels, Plant Growth, Fish and Wildlife) Deputy Commissioner Pilak reported that a beaver dam was on Pilak Creek causing the creek to back up. The problem was taken care of but the situation will have to be monitored. Commissioner Salentine said if the beavers are not trapped, they will continue to come back and the problem will persist. Mr. Pilak said there is snow cover on the lake, which is good because the weeds were already growing through the ice. That is a bad sign for spring. Hopefully the snow will block some of the sunlight and deter some of the plant growth. Mr. Pilak said fishing activity has been slow. He has received reports that the fish population is abundant but they are not biting. Apparently, their food supply is adequate. Status of Big Muskego Lake Wildlife Area - Land Acquisition by DNR Mr. Pilak indicated he was working on a project with Jim Jackley to potentially acquire an area by Schultz's Gun Club. The DNR is interested in acquiring the property. This is in the preliminary stages. NEW BUSINESS • Authorization for Chairman (Mayor Slocomb) to sign Agreement with Marine Biochemists and DNR Permit Application for Chemical Weed Treatments in 2005 Mayor Slocomb stated Mr. Zagar provided information regarding the request to authorize execution of an agreement with Marine Biochemists and a DNR permit BMUBB Board of Commissioners Page 2 January 25, 2005 application for control of invasive aquatic plants. The cost for the agreement is not to exceed $15,000 (2005 budgeted amount). The Mayor said that amount was in line with what was spent in past years. He provided the following: Budgeted in 2003 - $12,000 Actually spent $13,200 Budgeted in 2004 - $15,000 Actually spent $7,295 The authorization has to be given now but the actual area to be treated will not be determined until spring. Commissioner Buckmaster moved to authorize the Mayor to sign the agreement and permit application. Commissioner Salentine seconded. Motion carried 7-0. Discuss Status of Fish Barrier Reconstruction Project Mayor Slocomb said this is the dike on the west side of the lake. Mr. Pilak said work is going on right now on the north end of the dike and is proceeding well. The weather has been cooperating. Negotiations are still taking place with the property owners to the south. This has been going on far too long and something substantial must be done. Election of Secretary and Treasurer Commissioner Salentine moved to elect the Clerk -Treasurer as district Secretary and the Finance Director as district Treasurer. The interim Finance Director will serve in that capacity until the department has a new director. If a determination is made to restructure the organization, a new Treasurer may have to be elected. Commissioner Buckmaster seconded; motion carried. COMMUNICATIONS AND ANY OTHER BUSINESS AS AUTHORIZED BY LAW In response to Commissioner Salentine's comment, Deputy Commissioner Kies stated he was aware of a citizen who has attempted to trap beavers but has not been successful. Regarding the fish population, he noted our system was overpopulated. This fall the DNR was able to net several hundred fish, which were transported to Oconomowoc Lake. To his knowledge the carp are being fairly well controlled. The dike must be in place. ADJOURNMENT Commissioner Salentine moved to adjourn at 8:20 PM. Commissioner Melcher seconded; motion carried.
