BMLCommM20040622BIG MUSKEGO LAKE/BASS BAY PROTECTION & REHABILITATION DISTRICT BOARD OF COMMISSIONERS (Unapproved) • MINUTES OF QUARTERLY MEETING HELD TUESDAY, JUNE 22, 2004 The meeting was called to order at 7:40 PM by Mayor Slocomb. Also present were Commissioners Salentine, Borgman, Buckmaster, Madden, Melcher, Patterson, and Schroeder, Attorney Molter, Clerk -Treasurer Moyer, Deputy Clerk Blenski and Deputy Commissioner Pilak. The Mayor reported the meeting was noticed in accordance with the Open Meeting Law. APPROVAL OF MINUTES Commissioner Schroeder moved for approval of the 3/23/2004 minutes. Commissioner Salentine seconded; motion carried. There were no vouchers that required approval. OLD BUSINESS Status of Big Muskego Lake Wildlife Area - Land Acquisition by DNR Mr. Pilak stated there was nothing new to report. • Big Muskego Lake & Bass Bay Management Plan Development Mayor Slocomb noted that the plan was presented to the Commissioners and is now in the process of being fine-tuned. The final copy will be forthcoming. NEW BUSINESS Discuss Current Condition of Big Muskego Lake/Bass Bay; i.e. Water Levels Mr. Pilak stated the water levels were high because of the rain. He would like the Deputy Commissioners to formulate language to restrict certain activities when the water levels are high. Unfortunately some people are unaware that some activities can cause damage so this would educate the riparian property owners. Review Correspondence Regarding Weed Nuisance/Hunter's Nest Mayor Slocomb noted a letter from Loreen Klauser of the Hunter's Nest was received. Mrs. Klauser is requesting assistance to have the weeds cleared in the channel. She has two outside events that may have to be canceled because of the weeds. The Mayor stated a permit is required to cut weeds. No such permit has been applied for. Commissioner Salentine stated the Management Plan must be in place prior to applying for the permit. Mayor Slocomb stated in the past the Deputy Commissioners have organized volunteer efforts for weed harvesting. Mr. Pilak stated it appears there isn't adequate time to do anything this year prior to Mrs. Klauser's events. Mr. Pilak stated this information should be relayed to Mrs. Klauser. Hopefully, next year she could bring • the issue forward earlier in the season so something could be done. Mr. Pilak will contact Tom Zagar to discuss. Discuss Dike Rebuild Mayor Slocomb stated nothing was happening because of the high water levels. BMUBB Board of Commissioners Page 2 June 22, 2004 • Discuss Future Projects Mr. Pilak stated education regarding aquatic plants is planned. The DNR has stated that when selective raking is done, the weeds will eventually desist. After four years of heavily raking his own property, he has very few weeds this year. Direct the Deputy Commissioners to Consider the Request of Rachel Lang to Have Lake Charge Forgiven as a Result of the Conservation Easement Placed on Her Property Mayor Slocomb stated the DNR negotiated a conservation easement on the Lang property for the dike rebuild and maintenance. The property owner has requested that the lake charge be waived as consideration for the conservation easement. The Mayor would like the Deputy Commissioners to review and bring a recommendation to the Annual meeting. Forgiving the lake charge is not within the jurisdiction of the Commissioners. Mr. Pilak stated he would take the issue back to the Deputy Commissioners. He clarified with Mayor Slocomb that the property owner retains ownership of the property and was paid $2,000 for the easement. Discussion on Items for Annual Meeting Scheduled for August 30, 2004 Mr. Pilak stated that the Deputy Commissioners had not met yet and issues may come forward from that meeting. In addition, the agenda from last year will be reviewed. Something to do with the dike is a possibility. • ADJOURNMENT Commissioner Salentine moved to adjourn at 8:03 PM.
