BMLCommM20040127BIG MUSKEGO LAKE/BASS BAY PROTECTION & REHABILITATION DISTRICT BOARD OF COMMISSIONERS (Approved 3/23/2004) • MINUTES OF QUARTERLY MEETING HELD TUESDAY, JANUARY 27, 2004 The meeting was called to order at 7:29 pm by Mayor Slocomb. Also present were Commissioners Petfalski, Buckmaster, Damaske, Madden, Patterson, Salentine and Schroeder, Attorney Molter, Clerk -Treasurer Marenda, Deputy Clerk Blenski, Tom Zagar, and Deputy Commissioners Burmeister, Kies, Pilak, and Schweitzer. The Clerk reported the meeting was noticed in accordance with the Open Meeting Law. APPROVAL OF MINUTES Commissioner Salentine moved for approval of the 10/28/2003 minutes. Commissioner Schroeder seconded; motion carried. VOUCHER APPROVAL Commissioner Schroeder moved for approval of voucher in the amount of $1,051.20 to Kinkos for copies of the management plan. Commissioner Buckmaster seconded; motion carried. OLD BUSINESS • Review Restoration Projects(Islands, Fish Restocking, Public Access, Carp • Barrier) Mr. Zagar stated he would provide an update since the last meeting. He and Leonard Pilak were contacted by Bill Stout regarding the osprey project. They were informed the project would continue for one more year. Mr. Zagar stated he received a call from Randy Schumacher regarding the project to reconstruct the dike on the southwest part of the lake. There is a good possibility work will begin this winter. Mr. Zagar is working on the land -disturbing permit for the project. There are two contractors interested in doing the work. Discuss Future Projects For this year, the purple loosestrife project will continue as well as water quality monitoring. Woody vegetation will be removed on some of the islands this winter. Status of Big Muskego Lake Wildlife Area - Land Acquisition by DNR Mr. Zagar stated there was nothing new to report. Acquisition of some properties continues to be pursued. Big Muskego Lake & Bass Bay Management Plan Development Mr. Zagar stated a draft of the plan was forwarded to those people who requested it at the annual meeting. A copy was also provided to the Commissioners and Deputy • Commissioners. There will be a special meeting of the Lake District on 3/29 to discuss the plan and possibly adopt it. Commissioner Salentine commended Mr. Zagar for his work on developing the plan. Commissioner Buckmaster noted he had questions and indicated to Mr. Zagar that he would schedule time to review them with him. BMLIBB Board of Commissioners January 27, 2004 8 NEW BUSINESS • Page 2 Discuss Item from Annual Meeting Regarding Parking and Launching Fees Mr. Zagar stated that a motion carried at the annual meeting to recommend collecting fees for winter access as well as launching at the sites. A memo from Parks and Recreation Director Craig Anderson was provided for discussion, which cites it is currently unlawful for snowmobiles to use the Big Muskego public launch sites therefore the City could not collect winter launch fees. The idea of a parking fee rather than launch fee was discussed. The issue is complicated by the lease agreement at Boxhorn launch. Patrons of the gun club could not be charged. Mayor Slocomb stated that legal research was needed. Commissioner Schroeder asked how close the snowmobile trails run to Big Muskego Lake. The Mayor responded next to it and on it. Commissioner Schroeder asked what was the idea behind the discussion. Deputy Commissioner Schweitzer stated people are using the lake year round and this could be a source of revenue for the City, which incurs year round maintenance costs for snow plowing, lighting, etc. Mr. Schweitzer would like it to be reviewed. On a different topic, Deputy Commissioner Kies reported that the weed harvester was successfully removed from the lake before ice -up. Deputy Commissioner Pilak stated he supports parking fees to assist with the maintenance costs as noted by Mr. Schweitzer and asked what the next step would be. Mayor Slocomb stated the Lake District attorney would have to be consulted as well as the DNR.
