MINUTES OF QUARTERLY MEETING HELD TUESDAY, JUNE 24, 2003
The meeting was called to order at 8:33 PM by Mayor Slocomb. Also present were
Commissioners Buckmaster, Damaske, Madden, Patterson, Petfalski, Salentine, and
Schroeder, City Attorney Molter, Clerk -Treasurer Marenda, and Deputy Clerk Blenski.
Tom Zagar, Deputy Commissioners (Chairman) Kies and Burmeister were also present.
Those present recited the Pledge of Allegiance.
Clerk -Treasurer Marenda stated the meeting was noticed in accordance with the Open
Meeting Law.
Commissioner Damaske moved for approval of minutes of the meetings held March 25,
2003 and April 22, 2003. Commissioner Petfalski seconded; motion carried.
VOUCHER APPROVAL
Commissioner Salentine moved for approval of voucher in the amount of $1,125 to
Crispell-Snyder, Inc. for engineering services. Commissioner Damaske seconded;
motion carried. Vouchers in the amount of $8,265.20 have been paid to date.
OLD BUSINESS
Review Restoration Projects (Islands, Fish Restocking, Public Access and Carp
Barrier), Discuss Future Projects, Status of Big Muskego Lake Wildlife Area and
Big Muskego Lake & Bass Bay Management Plan Development
Deputy Commissioner Kies reported on the issues noted above. Access to a portion of
the dike is an ongoing issue and does not seem closer to resolution. One landowner is
allowing access for maintenance, restoration, etc. and another is not. The restoration
projects are status quo. The Management Plan is in the final stages with Mr. Zagar to
review comments submitted by the DNR and SEWRPC. It appears some osprey have
returned to the area as sightings have been reported.
NEW BUSINESS
Nuisance Growths of Eurasian Water Milfoil
A treatment was done yesterday that included an algaecide because algae were
contributing to the problem. Mr. Kies believes the treatments will be successful. The
treatment reduced the floating algae by 80%. In response to a question regarding curly
leaf pond weed, Mr. Zagar stated the existing permit does not allow treatment of that
species. While it can be invasive and aggressive, it does not appear to be a problem
yet. Commissioner Schroeder asked how long it takes for the treatment to be effective.
Mr. Zagar responded one to two weeks.

Discussion on Items for Annual Meeting Scheduled for August 28, 2003
Mr. Kies stated the agenda was being developed. Usability of the lake is always an
issue. The Commissioners determined that the required meeting notice should be
mailed to all property owners in addition to being published. That is what has been
done in the past. Mr. Zagar noted that the annual charges should also be discussed.
They may need to be increased to cover the costs of the weed treatments that the
residents desire.
Mr. Zagar also stated an open house to present the draft of the Lake Management plan
could coincide with the annual meeting. Mayor Slocomb stated it would be better if this
could take place ahead of time so the plan could be discussed at the annual meeting.
The Mayor noted that weed growth would probably continue to increase because of
better water clarity. Commissioner Salentine asked if Big Muskego Lake had a problem
with zebra mussels. Mr. Zagar responded that Big Muskego Lake probably has them
since Little Muskego has a flourishing population, but has not seen them or heard of any
reports yet.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS
Mr. Kies stated he was appointed chairman at the recent Deputy Commissioners
meeting.

seconded; motion carried.

The meeting was called to order at 7:27 PM by Mayor Slocomb. Also present were
Commissioners Petfalski, Buckmaster, Damaske, Madden, Patterson and Schroeder,
Deputy Commissioners (Chairman) Burmeister and Kies, Conservation Coordinator
Zagar, Finance Director Gunderson, and Deputy Clerk Blenski. Commissioner
Salentine was not present.
The Deputy reported the meeting was noticed in accordance with the Open Meeting
Law. No vouchers needed to be approved by the Commissioners at this meeting.
NEW BUSINESS
1. Approve Expenditures for Aquatic Plant Control
Mr. Zagar was present to request approval for the expenditure of $15,314 for the
chemical treatment of aquatic plants. The treatment will encompass mostly Bass Bay
but some of Big Muskego Lake will also be included. Mr. Zagar noted that the milfoil is
expected to be abundant this year because of the mild winter weather. The $15,314
represents a worst -case scenario; $12,000 has been budgeted. Finance Director
Gunderson stated the $3,314 could be taken from unreserved fund balance or other
expenditure areas.
Mr. Zagar stated this would be a one-time treatment planned before Memorial Day if
milfoil growth was observed. The treatment has no adverse affect on the fish
population. Deputy Commissioner Kies asked if a lake draw down could be used to
control milfoil on Big Muskego Lake. Mr. Zagar stated it might need to be looked at in
the future if milfoil became widespread and was a major nuisance because chemical
treatment on 2,000 acres of water would be too costly. He noted that the 1996
drawdown reduced milfoil to almost zero on the lake.
A question was raised from the audience if there was an aquatic management plan in
place. Mr. Zagar responded that the district was in the process of developing a lake
management plan that includes plant management. The draft plan is at SEWRPC for
review. Commissioner Schroeder moved to approve the expenditure of $15,314 for
aquatic plant control. Commissioner Damaske seconded; motion carried.
2. Authority for Chairman to Sign Agreement with Marine Biochemists
Commissioner Schroeder moved to authorize execution of agreement with the
contractor to apply chemical herbicide for the treatment nuisance aquatic plants.
Commissioner Damaske seconded; motion carried.

Commissioner Madden moved to adjourn at 7:47 p.m. Commissioner Petfalski
