BMLCommM20030325BIG MUSKEGO LAKE/BASS BAY PROTECTION & REHABILITATION DISTRICT BOARD OF COMMISSIONERS (Approved-6/24/03) MINUTES OF QUARTERLY MEETING HELD TUESDAY, MARCH 25, 2003 The meeting was called to order at 7:29 PM by Mayor Slocomb. Also present were Commissioners Damaske, Madden, Le Doux, Patterson, Salentine, and Schroeder, City Attorney Molter, Clerk -Treasurer Marenda, and Deputy Clerk Blenski. Commissioner Petfalski was excused. Deputy Commissioners (Chairman) Burmeister and Kies were also present. Those present recited the Pledge of Allegiance. Clerk -Treasurer Marenda stated the meeting was noticed in accordance with the Open Meeting Law. Commissioner Salentine moved for approval of minutes of the January 28, 2003 and February 25, 2003 meetings. Commissioner Damaske seconded; motion carried. VOUCHER APPROVAL It was reported that vouchers in the amount of $601.96 have been paid to date. . OLD BUSINESS Review Restoration Projects (Islands, Fish Restocking, Public Access and Carp Barrier) Deputy Commissioner Kies reported on several of the issues. The DNR will do a burn on the middle island to maintain the prairie environment. Negotiations are taking place between the DNR and one property owner for repair of the dike. Fish restocking of Northern will be done by the DNR. Commissioner Schroeder asked if there were two property owners involved with the dike repair issue. Mr. Kies responded yes. He also stated that the Deputy Commissioners and DNR personnel did manage to get brush on the osprey platforms. Discuss Future Projects Mr. Kies requested anyone who notices old duck blind posts (or other obstructions) in the water to mark them so they can be removed. There is an ongoing removal program in place. Status of Big Muskego Lake Wildlife Area - DNR Land Acquisition Mr. Kies stated there was nothing new to report. Some negotiations are taking place but nothing has been finalized. BMUBB Board of Commissioners Page 2 March 25, 2003 Big Muskego Lake & Bass Bay Management Plan Development Deputy Commissioner Kies stated the DNR is reviewing a draft of the plan according to Tom Zagar. There will be an open house to present the draft plan to the public but no date has been set yet. The City now has the equipment to perform water quality monitoring. NEW BUSINESS Discuss Changing Billing Cycle to Coincide with Little Muskego Lake Mayor Slocomb stated the billing cycle for Little Muskego Lake takes place in May of each year while the billing cycle for Big Muskego Lake takes place in November. Clerk - Treasurer Marenda stated the November cycle causes confusion because assessments have not finalized and land divisions recorded for the year. Sometime ago, the date of billing was moved to November because the Big Lake District was experiencing a cash flow problem and needed to receive funds earlier. This is not the current situation. Clerk -Treasurer Marenda stated moving the cycle to May would also assist her department so that the bills would not be due at the same time taxes were being collected. No objection was raised. Commissioner Salentine moved to change the Big Muskego Lake District billing cycle to May. Commissioner Le Doux seconded; motion carried. COMMUNICATIONS AND MISCELLANEOUS BUSINESS Mr. Leonard Pilak stated there is a problem on Bass Bay with fires being started on the ice and debris being left behind. The City does have an ordinance that prohibits this. He would like the Deputy Commissioners to consider sending a postcard next fall to the residents of Bass Bay informing them of the ordinance. Commissioner Salentine also suggested raising the fine. ADJOURNMENT Commissioner Le Doux moved to adjourn at 7:45 p.m. Commissioner Schroeder seconded; motion carried. Respectfully submitted, Al n K.
