MINUTES OF QUARTERLY MEETING HELD TUESDAY, JANUARY 28, 2003
The meeting was called to order at 7:20 PM by Acting Mayor Petfalski. Also present
were Commissioners Damaske, Madden, Le Doux, Patterson, Salentine, and
Schroeder, Conservation Coordinator Zagar, City Attorney Molter, Clerk -Treasurer
Marenda, and Deputy Clerk Blenski. Deputy Commissioner (Chairman) Burmeister was
also present. Mayor Slocomb was excused.
Commissioner Petfalski reported the meeting was noticed in accordance with the Open
Meeting Law.
Commissioner Salentine moved for approval of minutes of the November 12, 2002
quarterly meeting. Commissioner Le Doux seconded; motion carried.
VOUCHER APPROVAL
Vouchers in the amount of $921.37 have been paid to date. Mr. Zagar stated an invoice
was received in the amount of $1,000 for the district -wide survey done by the University
of Wisconsin-Whitewater. Commissioner Salentine moved to approve the voucher.
Commissioner Patterson seconded; motion carried. Mr. Zagar stated funding received
from the DNR for the Lake Planning Grant will be used to pay for the survey. He noted
that there was over a 40% response rate to the survey, which was high.
OLD BUSINESS
Review Restoration Projects (Islands, Fish Restocking, Public Access and Carp
Barrier) and Discuss Future Projects
Greg Burmeister reported that the condition of the lake looks favorable. There is some
open water and it is anticipated that the lake will probably not suffer a winter kill this
year. Mr. Burmeister cautioned that the open water does create dangerous conditions
on the lake.
The Eurasian Watermilfoil continues to grow, which may present problems this summer.
Deputy Commissioners will be placing sticks on osprey platforms to encourage nesting.
Status of BML Wildlife Area - Land Acqusition by DNR
Mr. Burmeister stated there is nothing new to report on this issue.
Mr. Burmeister stated the issue of rebuilding the dike needs to be addressed.
Permission is needed from two property owners to utilize their property for access.
Randy Schumacher of the DNR is working on this.
Big Muskego Lake & Bass Bay Management Plan Development
Mr. Zagar stated review of the first draft would be done soon by SEWRPC and the
DNR. An open house to present the plan to the public should be able to be held this
spring.

NEW BUSINESS
1. Authorization for Mayor to Sign Agreement for Professional Engineering
Services for Lake Management Plan
Mr. Zagar stated a drawdown might have to be considered in the future as an option to
rehabilitate the lake should it become degraded. The Lake Management Plan should
include design of a settling basin to ensure that water released to Wind Lake does not
carry excessive sediment. Crispell Snyder Engineering consultants have proposed an
agreement to design this facility for the sum of $4,500, which is within the budgeted
amount for professional services for the project. Mr. Zagar asked the Commissioners to
give authority for the Mayor to enter an agreement with Crispell Snyder to design the
settling basin provided the agreement is in a form acceptable to the City. Commissioner
Salentine moved to authorize the Mayor to move forward and sign the agreement.
Commissioner Damaske seconded; motion carried.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS
Commissioner Le Doux talked about calls he received last year regarding algae on the
lake.
ADJOURNMENT
Commissioner Damaske moved to adjourn at 7:37 p.m. Commissioner Le Doux
seconded; motion carried.
