BMLCommM20021112BIG MUSKEGO LAKE/BASS BAY PROTECTION & REHABILITATION DISTRICT BOARD OF COMMISSIONERS (Approved) MINUTES OF QUARTERLY MEETING HELD TUESDAY, NOVEMBER 12, 2002 The meeting was called to order at 7:46 PM by Mayor Slocomb. Also present were Commissioners Petfalski, Damaske, Madden, Le Doux, Patterson, Salentine, Conservation Coordinator Zagar, City Attorney Trindl, Clerk -Treasurer Marenda, and Deputy Clerk Blenski. Deputy Commissioners (Chairman) Burmeister, Kies and Godleski as well as Randy Schumacher from the DNR were also present. Those present recited the Pledge of Allegiance. The Mayor reported the meeting was noticed in accordance with the Open Meeting Law. Commissioner Salentine moved for approval of minutes of the June 25, 2002 quarterly meeting and July 23, 2002 special meeting. Commissioner Petfalski seconded; motion carried. No vouchers needed to be approved by the Commissioners at this meeting. OLD BUSINESS Review Restoration Projects, Discuss Future Projects, Status of Big Muskego Lake Wildlife Area Land Acquisition Greg Burmeister reported that two of the islands have been cleared of woody vegetation and they are in good shape. This winter, a future project involving the north island will be undertaken. The intention is to clear the woody vegetation and take it to the osprey nesting platforms. This may encourage nesting of returning or migrating birds. There was nothing new to report regarding fish restocking, which takes place in spring. The new public access at Boxhorn is being used and is working out well. The carp barrier formed by the dike will need to be addressed soon. Mr. Burmeister also discussed the removal of abandoned duck blind posts as a future project in spring. These posts are hazardous to navigation. Removal can be difficult because of the changing water level. When the water is higher, they may be completely submerged. It is anticipated that volunteers will be recruited in spring to mark or identify the posts for future removal. Another situation that will have to be checked in spring is the Eurasian Watermilfoil population. The middle part of the lake has a substantial amount that was not there six months ago; this will have to be monitored and eradication efforts determined if it continues to spread. NEW BUSINESS 1. Big Muskego Lake & Bass Bay Management Plan Development Tom Zagar indicated the drafting of a lake management plan proceeding within the timeline. He received the preliminary results of the Lake District survey. He received BMUBB Board of Commissioners November 12, 2002 Page 2 information that one of the satellite -telemetry fitted ospreys was now in Panama. He displayed a map that showed the bird's (Ethel) migration route. Mr. Randy Schumacher of the DNR was also present. He complimented Mr. Zagar for the outstanding job he is doing regarding the survey of the residents and development of the management plan. Managing the vegetation dictates the quality of the lake. Mr. Schumacher reported that a meeting was held several weeks ago and it was determined that if conditions were to develop that could cause a winter fish kill, Bass Bay would be aerated in an attempt to save the fish population. Nothing would be done on the Big Lake because it is not feasible to aerate such a large water body. If there was another fish kill as experienced a few years ago, the lake would have to be restocked. 2. Election of Secretary and Treasurer Commissioner Salentine moved to elect Clerk -Treasurer Marenda as Secretary and Finance Director Gunderson as Treasurer of the Big Muskego Lake District. Commissioner Petfalski seconded. Commissioner Petfalski moved to close nominations. Commissioner Le Doux seconded; motion carried. Motion to elect Clerk - Treasurer Marenda as Secretary and Finance Director Gunderson as Treasurer carried. Leonard Pilak also appeared before the Commissioners. He commented that removal of the duck blind posts is a challenging project; he has participated in their removal in the past. Mr. Pilak stated that the ATV needs service. He will take care of it. There is one remaining year for the osprey project. He thanked those who have been involved in the project over the years.
