BMLCommM20020625BIG MUSKEGO LAKE/BASS BAY PROTECTION & REHABILITATION DISTRICT BOARD OF COMMISSIONERS (Approved) MINUTES OF QUARTERLY MEETING HELD TUESDAY, JUNE 25, 2002 The meeting was called to order at 7:16 PM by Mayor Slocomb. Also present were Commissioners Petfalski, Damaske, Madden, Le Doux, Patterson, Salentine, and Sanders, Lakes Project Coordinator Zagar, City Attorney Molter, Clerk -Treasurer Marenda, and Deputy Clerk Blenski. Those present recited the Pledge of Allegiance. The Mayor reported the meeting was noticed in accordance with the Open Meeting Law. Commissioner Salentine moved for approval of minutes of the April 9, 2002 quarterly meeting and June 11, 2002 special meeting. Commissioner Le Doux seconded; motion carried. No vouchers needed to be approved by the Commissioners at this meeting. OLD BUSINESS Review Restoration Projects Mr. Zagar reported that Deputy Commissioner Greg Burmeister spent time earlier in the year cutting woody vegetation on the southernmost and middle islands. Eradication is still needed on the northernmost island, which has the most woody vegetation. The elimination of these woody plants is important because they compete with the prairie plants on the islands. Regarding the weed harvester, repair work is being done. The harvester should be available shortly to pick up dead cattails. The channel at the Hunter's Nest is in need of being cleared prior to upcoming events that are scheduled. Mr. Zagar stated that fishing has been good, especially for Northern Pike. Pan fishing has also been good on the bay. Mr. Zagar stated that osprey would again be received in July. This is the fifth year of what was to be a five-year project; however, the project may be extended and more osprey may be received next year. In response to Commissioner Salentine's inquiry, Mr. Zagar stated that none of the birds have returned to nest here yet but last year was the earliest they could have been expected to return, since it takes at least three years for them to sexually mature. Mr. Zagar also noted that the purple loosestrife project is going well and gave a brief update. Discuss Future Projects Mr. Zagar stated that the Deputy Commissioners have discussed removal of old duck blinds and posts as the remaining debris can be hazardous. Mayor Slocomb recommended Tom discuss with Leonard Pilak and Jim Jackley who have past experience with the equipment and procedure used to remove this type of debris. BMUBB Board of Commissioners June 25, 2002 Page 2 Status of Big Muskego Lake Wildlife Area-DNR Land Acquisition Mr. Zagar stated the City received recognition from the DNR for its participation in the Ladwig/Weber land acquisition. Development of Comprehensive Lake Management Plan The plan development is on schedule. The DNR has begun the aquatic plant survey. Mr. Zagar stated much of the information being gathered is a replication of the survey done prior to and following the restoration project. The data will then be able to be compared. The DNR has an intern working on this project. NEW BUSINESS Nuisance Eurasian Water Milfoil and Algae Control Mr. Zagar noted that Marine Biochemists have treated 29 acres of milfoil and four acres of algae. The vendor is willing to come back for another treatment if needed because the algae treatment area was well under the targeted amount. Discussion on Items for Annual Meeting Scheduled for August 29, 2002. Mr. Zagar stated he would like to make a presentation of the proposed Lake Management Plan at the meeting. Management alternatives for the future could be discussed. Commissioner Petfalski moved that the required meeting notification be mailed to all property .owners in addition to being published. This is what has been done in the past. Commissioner Salentine seconded; motion carried. Mr. Zagar stated he has not heard any update regarding the dike situation. Mayor Slocomb indicated there are still several outstanding issues. ADJOURNMENT Commissioner Sanders moved to adjourn at 7:35 p.m. Commissioner Madden seconded; motion carried.
