BMLCommM20020509BIG MUSKEGO LAKE/BASS BAY PROTECTION & REHABILITATION DISTRICT BOARD OF COMMISSIONERS (Approved) MINUTES OF QUARTERLY MEETING HELD TUESDAY, APRIL 9, 2002 The meeting was called to order at 7:31 p.m. by Mayor De Angelis. Also present were Commissioners Slocomb, Le Doux, Patterson, Petfalski, Salentine, Sanders, and Wichgers, Lakes Project Coordinator Zagar, Deputy Commissioners Burmeister and Schweitzer, City Attorney Molter, Clerk -Treasurer Marenda, and Deputy Clerk Blenski. Those present recited the Pledge of Allegiance. The Clerk -Treasurer reported the meeting was noticed in accordance with the Open Meeting Law. Commissioner Slocomb moved for approval of minutes of the 1/22/2002 quarterly meeting. Commissioner Le Doux seconded; motion carried. Mayor De Angelis stated vouchers in the amount of $813.47 were previously approved. No vouchers needed to be approved by the Commissioners at this meeting. OLD BUSINESS Review Restoration Projects (Islands, Fish Restocking, Public Access, Carp Barrier) Mr. Burmeister stated there was great interest in how the lake would survive this winter because of what happened last year. Fortunately, the winter was mild and there was little ice cover. Some oxygen testing was done, which did not reveal any problems. The islands will be inspected shortly in the next week or so to determine the status of the woody growth, which needs to be kept in control. This must be done soon because the nesting season will be starting quickly. Mr. Zagar will be working on the beetle project and will be gathering loosestrife plants and attempt to transplant some of the beetles on to the new plants. The deputy commissioners also discussed the possibility of re-establishing some wild rice on the lake. It is hoped that the rice would help with the open water condition. Another project that will be looked at is duck blind removal. There are many posts and other obstructions that could pose a hazard and need to be identified and removed. Mr. Burmeister encouraged everyone to take advantage of viewing the wildlife on the lake that are currently migrating through the area. Mr. Zagar distributed photos from the purple loosestrife project done in 2001. It is anticipated that beetles will be propagated on 40 plants this year. Each plant will produce approximately 1,500 beetles. Lake Denoon is also participating in the project this year and will grow 2b plants. Commissioner Sanders asked if any difference was noticeable from last year's stocking of beetles. Mr. Zagar stated that we would need to examine the release sites this summer. BMUBB Board of Commissioners April 9, 2002 Page 2 Discuss Future Projects Mr. Zagar stated there was nothing else to add to what Mr. Burmeister already reported. Status of Big Muskego Lake Wildlife Area - Land Acquisition by DNR Mayor DeAngelis stated the DNR is still actively negotiating with Towne Realty regarding Big Muskego Estates and is expected to close on the Ladwig/Weber property (formerly Hendrickson) on Boxhorn Drive soon. Development of Comprehensive Lake Management Plan Mr. Zagar stated he is still in the process of developing the plan. He will receive assistance on the project from the DNR and a new City intern. NEW BUSINESS Application for DNR Grant to Assist Development of Lake Management Plan Mr. Zagar stated he submitted the materials by deadline but has not heard back yet. Discuss 2002 Eurasian Watermilfoil Control: Application to DNR and Hiring of Marine Biochemists Mr. Zagar stated the agreement with Marine Biochemists for 2002 would cost $12,782, which is slightly higher than the previous year ($12,169). He anticipates that less than 35 acres will be treated this year. The cost of the DNR permit is $20 plus $25 per acre for a total cost of $895. Commissioner Salentine noted that notification to riparians was now required by law. Mr. Zagar stated he would check into that, as he was not aware of the requirement. Commissioner Salentine moved to approve the 2002 Eurasian Watermilfoil Control project. Commisioner Slocomb seconded; motion carried. ADJOURNMENT Commissioner Petfalski moved to adjourn at 7:46 p.m. Commissioner Wichgers seconded; motion carried.
