BMLCommM20020122BIG MUSKEGO LAKE/BASS BAY PROTECTION & REHABILITATION DISTRICT BOARD OF COMMISSIONERS (Approved) MINUTES OF QUARTERLY MEETING HELD TUESDAY, JANUARY 22, 2002 The meeting was called to order at 7:41 p.m. by Mayor De Angelis. Also present were Commissioners Slocomb, Le Doux, Patterson, Petfalski, Salentine, Sanders, and Wichgers, Lakes Project Coordinator Zagar, Deputy Commissioners Burmeister and Schweitzer, City Attorney Molter, Clerk -Treasurer Marenda, and Deputy Clerk Blenski. Jim Jackley of the DNR was also in attendance. The Clerk -Treasurer reported the meeting was noticed in accordance with the Open Meeting Law. Commissioner Salentine moved for approval of minutes of the 10/23/2001 quarterly meeting and the 11/13/2001 special meeting. Commissioner Petfalski seconded; motion carried. Mayor De Angelis stated vouchers in the amount of $1,072.01 were previously approved. No vouchers needed to be approved by the Commissioners at this meeting. OLD BUSINESS Review Restoration Projects (Islands, Fish Restocking, Public Access, Carp Barrier) Mr. Zagar stated there was an abundance of woody vegetation on the northern most island that needed to be eliminated. Volunteer efforts will address the situation. The beetle project will continue to assist with purple loosestrife eradication. The southern most island has the most severe problem. There was nothing new to report regarding fish stocking. Bass Bay has seen a lot of fishing activity. Mayor DeAngelis noted that the City signed a lease today, which will provide a new public access for Big Muskego Lake at the Boxhorn Gun Club site; improvements will proceed and are expected to be completed sometime this summer. Mr. Zagar stated that oxygen levels are being monitored and have been satisfactory. It is not anticipated that a fish kill will occur this year. Mr. Zagar addressed a question about zebra mussels from an individual in the audience. He does not think they will be a problem for Big Muskego Lake because of the scarcity of hard substrates to which they attach. Discuss Future Projects Mr. Zagar stated the weed harvester that was recently purchased needs some refurbishing and updating. Commissioner Slocomb and other district members have volunteered their efforts to the weed -harvesting project. Status of Big Muskego Lake Wildlife Area - Land Acquisition by DNR Mr. Jackley stated that DNR stewardship funds for land acquisitions are tapped out. One of the problems with land acquisitions in this area is the cost compared to land the DNR can acquire in northern Wisconsin. However, several acquisitions continue to be pursued. One is the 49-acre Benke-Schweitzer parcel. Another is the Hendrickson property, which is approximately 44 acres. The Natural Resources Board will review BMUBB Board of Commissioners Page 2 January 22, 2002 that acquisition in February. The DNR will continue to pursue other acquisitions in this area but funding will be the biggest hangup. A 138-acre DOT parcel should be transferred to the DNR this year, which would then be opened up for public use. Development of Comprehensive Lake Management Plan Mayor De Angelis noted that Mr. Zagar presented information about doing the plan in house earlier at the Finance Committee meeting. Commissioner Patterson asked if Mr. Zagar would still have time for his other duties. Mr. Zagar responded that it should take about 20% or less of his time based on the timeframe he outlined to develop the plan. He does not believe there will be a problem. Commissioner Sanders moved to recommend moving forward with Mr. Zagar to develop the plan in house. Commissioner Petfalski seconded; motion carried. NEW BUSINESS Application for DNR Grant to Assist Development of Lake Management Plan Commissioner Slocomb moved to recommend submittal of grant application to the DNR and proceed with the plan contingent upon receipt of grant funding with the City/Lake District portion not to exceed $10,785.
