MINUTES OF QUARTERLY MEETING HELD TUESDAY, OCTOBER 23, 2001
The meeting was called to order at 7:46 p.m. by Mayor De Angelis. Also present were
Commissioners Slocomb, Le Doux, Patterson, Petfalski, Salentine, Sanders, and
Wichgers, Lakes Project Coordinator Zagar, Deputy Commissioners Burmeister and
Wojnowski, City Attorney Molter, Planning Director Turk, Clerk -Treasurer Marenda, and
Deputy Clerk Blenski. Randy Schumacher of the DNR was also in attendance.
The Clerk -Treasurer reported the meeting was noticed in accordance with the Open
Meeting Law.
Commissioner Slocomb moved for approval of minutes of the 6/26/2001 quarterly
meeting. Commissioner Salentine seconded; motion carried.
No vouchers needed to be approved.
OLD BUSINESS
Review Restoration Projects (Islands, Fish Restocking, Public Access, Carp
Barrier)
Mr. Zagar stated the DNR would like to expand the shed at the carp barrier by five feet
because the USGS is housing some sampling equipment in the shed. The DNR has
approached the Plan Department to accomplish. He had nothing further to add to what
was reported at the annual meeting in August.
Discuss Future Projects
Mr. Zagar stated the district will continue the purple loosestrife bug rearing project. He
noted a potential future project is the development of a Lake Management Plan, which
will be discussed under New Business.
Status of Big Muskego Lake Wildlife Area - Land Acquisition by DNR
Mr. Zagar stated there was nothing new to report.
Status of Development of Aquatic Plant Management Plan for Big Muskego Lake
Mr. Zagar stated this also ties into the Lake Management Plan item under New
Business.
NEW BUSINESS
Development of Comprehensive Lake Management Plan
Mr. Zagar stated Randy Schumacher of the DNR contacted him about a month ago
regarding coverage of emergent plant growth on Big Muskego Lake. Since fall of 2000,
there has been a substantial decrease in the amount of cattails. There is concern that
water quality will begin to revert to the way it was prior to the restoration project.

Mr. Schumacher stated he is a Water Basin Supervisor with the DNR. Several
r— meetings have been held to discuss the future of the lake. Everyone would like to
retain the existing water quality and wildlife benefits. It was known back in 1995 and
1996 that the effects of the restoration project would not last. There is concern that as
conditions of the lake change, the fish that keep the carp population in check will
decrease, which will cause the carp to multiply and the water quality to become poor. It
is not known when this could happen. The consensus of the experts is that more
emergent vegetation is needed. The development of a comprehensive lake
management plan would address how the district could be proactive and deal with the
situation. The DNR can help with expertise and financial aid to assist with development
of the plan.
Commissioner Salentine asked what would be planted. Mr. Schumacher responded
emergent vegetation; it does not necessarily matter what kind. Cattails are good but do
not provide food; wild rice would be better. The details have to be discussed. The
experts need to meet with the people and lay out alternatives to determine what state
they want Big Muskego Lake to be in and then devise a management plan to keep it
there.
Mr. Zagar stated he was looking for permission to move forward to develop a lake
management plan internally and apply for a lake planning grant. SEWRPC and the
DNR could provide some assistance. Commissioner Slocomb asked what kind of time
Mr. Zagar had available. Mr. Zagar stated it was his intent to develop an aquatic plant
management plan, which he already started. The lake management plan would be
more comprehensive. Commissioner Slocomb asked how many hours it would take.
Mr. Schumacher stated his guess would be that Tom would spend 500 to 600 hours
over the next year. There is a great deal of research that is required.
Commissioner Slocomb stated the project needs to move forward. Mayor De Angelis
noted staffing issues need to be worked out with the possibility of developing an action
plan to identify different time lines, scenarios, and costs. Mr. Turk stated he believed
development of the plan would be outsourced. His department will not have time to do
until June of 2002 when additional staff comes on board. The GIS Coordinator does
have a degree in Natural Resource Management and could assist but that position is
currently overtaxed. Commissioner Petfalski moved to proceed to develop an action
plan including costs to outsource. Commissioner Salentine seconded. Mr. Zagar
stated that SEWRPC could develop the plan but would not get it completed until 2004.
The Mayor stated that time frame may not be realistic and it would probably be more
like 2006 or 2007. Mr. Schumacher stated that the vegetation has changed
dramatically in the last several years. We don't need to do something today but we
need to know what we will do; 2004 is too long to wait. Commissioner Slocomb
commented that the water quality is still good because the bottom vegetation is good.
The concern is that when the emergent vegetation is lost, there is a tremendous mixing
of waters because of the wind fetch, which can dislodge the bottom vegetation. Motion
carried.

Election of Secretary and Treasurer
Commissioner Salentine moved to elect Clerk -Treasurer Marenda as Secretary and
Finance Director Gunderson as Treasurer of the Lake District. Commissioner Slocomb
seconded; motion carried unanimously.
ADJOURNMENT
Commissioner Sanders moved to adjourn at 7:58 PM. Commissioner Petfalski
seconded; motion carried.
