MINUTES OF QUARTERLY MEETING HELD TUESDAY, JUNE 26, 2001
The meeting was called to order at 7:46 p.m. by Mayor De Angelis. Also present were
Commissioners Slocomb, Le Doux, Patterson, Petfalski, Sanders, and Wichgers, Lakes
Project Coordinator Zagar, Leonard Pilak, City Attorney Molter, Clerk -Treasurer
Marenda, and Deputy Clerk Blenski. Commissioner Salentine was absent.
The Clerk -Treasurer reported the meeting was noticed in accordance with the Open
Meeting Law.
Commissioner Sanders moved for approval of minutes of the 3/27/2001 quarterly
meeting. Commissioner Slocomb seconded; motion carried.
VOUCHERS
Commissioner Slocomb moved to approve voucher in the amount of $1,020 to the DNR
for chemical plant control permit. Commissioner Petfalski seconded. Motion carried 6-
0.
OLD BUSINESS
Review Restoration Projects
Mr. Pilak presented an update on the osprey project. This is the fourth year of the six -
year project. Some maintenance has been done to the hack boxes and an ample
supply of carp is available in anticipation of the arrival of the birds at the end of June.
This should be the year that some of the osprey from the initial batch return. Bill Stout
of the Schlitz Audubon Society is the primary caretaker and record keeper. Mr. Pilak
provides assistance.
Discuss Future Projects
Mr. Zagar stated there was nothing new to report. Some of the other agenda items may
tie in.
Status of Big Muskego Lake Wildlife Area - Land Acquisition by DNR
Mr. Zagar and Mayor De Angelis stated there was nothing new to report. The DNR is
continuing discussion with various landowners.
Status of Development of Aquatic Plant Management Plan for Big Muskego Lake
Mr. Zagar stated he is continuing to work on the plan, which will allow the district to be
eligible for a Recreational Boating Facilities Grant for the purchase of a weed harvester.
Purchase of a harvester is not proposed at this time but that type of equipment may be
-" needed in the future. The plan also sets a course for how the district will conduct
treatment of aquatic plants. The plan should be done by the end of the year. Mr. Zagar
will obtain input from deputy commissioners prior to bringing forward to the
commissioners. Discussion about grant eligibility took place. Mr. Zagar stated he

believed the grant only covered the purchase of a harvester and not any chemical
treatment. Mayor De Angelis noted that there are two grant cycles, one in spring and
one in fall.
NEW BUSINESS
Report on Current Fish Population
Mr. Zagar stated the fish population is decent on Bass Bay, which had adequate
oxygen during the winter months. The DNR continues to stock the lake. The initial
survey the DNR did found the fish population to be sparse. It is anticipated that the
2002 population will be good.
Discuss Removal of Cattail Debris on Big Muskego Lake
The commissioners reviewed pictures of cattail debris provided by Sam Klauser. Mr.
Zagar stated that the cattail population grew during the draw down and restoration
project. The cattails were expected to die back; the lake experienced a large die back
this last year. An increase in the muskrat population continues to impact the amount of
cattail debris. The lake is reverting back to the way it looked before the restoration.
The cattail tops are floating and causing problems at various channels. Commissioner
Slocomb confirmed the debris is causing problems and stated some type of relief is
needed. Mr. Zagar stated he contacted Midwest Aquatics to perform weed harvesting.
The company could perform the work in early August at a charge of $130/hour with a
30-hour minimum. Mr. Zagar does not know how long it would take to clean out the
channels.
Commissioner Patterson suggested contacting the Little Muskego Lake District to see if
their equipment could be rented. Mayor De Angelis said Tom Zagar had discussions
with some individuals from the district and they were not interested. It is the height of
their weed -cutting season. Mr. Zagar said it would not happen any quicker because the
LML District would have to take formal action to accomplish. One other contractor that
Mr. Zagar contacted could not do the work until early September. Mr. Zagar will
continue to pursue other contractors.
Commissioner Slocomb asked what the cost of a weed harvester was. Mr. Zagar
stated anywhere from $50,000 to $150,000. Operation and maintenance costs of the
equipment can be substantial. Rental does not appear to be an option. Commissioner
Sanders expressed concern that weed harvester equipment could handle the problem.
The consensus was that it was not feasible at this time to purchase weed -harvesting
equipment. Mr. Klauser spoke about upcoming events at Hunter's Nest and the impact
the debris will have on them if some type of eradication is not done.
Commissioner Sanders moved to allocate Big Muskego Lake funds for the removal of
cattail debris in an amount not to exceed $5,000 subject to at least $5,000 being
available in the weed eradication account. Commissioner Slocomb seconded; motion
carried. Mr. Zagar was directed to address the issue as timely and economically as
f'- possible.

COMMUNICATIONS AND ANY OTHER BUSINESS AS AUTHORIZED BY LAW
Mr. Pilak commented that the deputy commissioners should be in attendance at the
quarterly meetings and they should be holding more of their own meetings.
The Clerk -Treasurer announced that the Annual Meeting would be held on Wednesday,
August 29, 2001. Commissioner Slocomb moved that the required meeting notification
be mailed to all property owners in addition to being published. Commissioner
Wichgers seconded; motion carried.
ADJOURNMENT
Commissioner Slocomb moved to adjourn at 8:40 PM. Commissioner Petfalski
seconded; motion carried.
