BMLCommM20010123BIG MUSKEGO LAKE/BASS BAY PROTECTION & REHABILITATION DISTRICT BOARD OF COMMISSIONERS Approved: March 27, 2001 MINUTES OF QUARTERLY MEETING HELD TUESDAY, JANUARY 23, 2001 The meeting was called to order at 7:27 p.m. by Mayor De Angelis. Also present were Commissioners Slocomb, Chiaverotti, Le Doux, Patterson, Salentine, Sanders, Wichgers, Deputy Commissioner Grunfelder, Lakes Project Coordinator Zagar, City Attorney Molter, and Deputy Clerk Blenski. The Deputy Clerk reported the meeting was noticed in accordance with the Open Meeting Law. Commissioner Slocomb moved for approval of minutes of the 10/24/2000 quarterly meeting. Commissioner Salentine seconded; motion carried. VOUCHERS There were no vouchers presented for approval. The Deputy Clerk reported that vouchers totaling $1,328.58 had previously been paid. NEW BUSINESS Review Restoration Proiects Mr. Zagar gave an update on the Big Muskego Lake fish kill. Monitoring of oxygen at Bass Bay has shown declining levels. The DNR will aerate Bass Bay. Commissioner Patterson asked about the plan to remove the dead fish. Mayor De Angelis stated we have to wait for ice to melt, which will remain for two months yet. Mr. Zagar stated the fish could be removed before they go over the dam. Discuss Future Projects (see Treatment of Eurasion Watermilfoil) Review Big Muskego Lake Wildlife Area - Land Acquisition by DNR There was nothing new to report. Update on Islands, Fish Restocking, Public Access and Carp Barrier Mr. Zagar stated the DNR is committed to restocking the lake. Review Proposal from Enviroscience for Restocking of Weevils in Bass Bay and Review Proposals for Chemical Treatment of Eurasion Watermilfoil Mr. Zagar presented proposal information for two types of treatment to control Eurasion watermilfoil (EWM). The proposal submitted by EnviroScience, Inc. would use a total of 6,000 weevils at a cost of $12,127.88. Three thousand (3,000) weevils would be placed at two separate sites during the course of treatment. Mr. Zagar stated approximately eight acres of area would be covered using this type of treatment. In BMUBB Board of Commissioners January 23, 2001 Page 2 contrast, approximately 35 acres could be covered using chemical treatment. Three proposals were submitted for chemical treatment as follows: Acquatic Biologists, Inc. $12,250 Biological Services, LLC $13,825 Marine Biochemists $12,169 Mr. Zagar stated it is his recommendation that the district pursue the use of chemical treatment. Weevils were used successfully in the past but have not continued to control the problem primarily because their winter habitat was not sufficient to support the population. Mr. Zagar disagreed with the statement contained in the proposal submitted by EnviroScience that the weevils could be expected to control EWM by the fifth year of the program. If that were the case, we would have seen more control last year. Mr. Zagar stated the proposal submitted by Marine Biochemists was the most favorable. He requested that five additional acres at $334 per acre be added to the treatment area to compensate for the control planned from weevils. Commissioner Salentine supported use of chemical treatment and moved to accept proposal of Marine Biochemists for an amount not to exceed $13,839. Commissioner Slocomb seconded; motion carried. The district will post the necessary signs. Commissioner Patterson asked if treatment would have to be done yearly. Mr. Zagar responded that areas requiring treatment in the future should be reduced in size. ADJOURNMENT Commissioner Salentine moved to adjourn at 7:48 p.m. Commissioner Sanders seconded.
