MINUTES OF MEETING HELD TUESDAY, JUNE 27, 2000
The meeting was called to order at 7:38 p.m. by Mayor De Angelis. Also present were
Commissioners Slocomb, Chiaverotti, Le Doux, Patterson, Salentine, Sanders, and
Wichgers, Deputy Commissioner Pilak, Lakes Project Coordinator Zagar, City Attorney
Molter, Clerk -Treasurer Marenda, and Deputy Clerk Blenski.
The Clerk -Treasurer reported the meeting was noticed in accordance with the Open
Meeting Law.
Commissioner Salentine moved for approval of minutes of the 3/28/2000 quarterly
meeting. Commission Le Doux seconded; motion carried.
VOUCHERS The Clerk -Treasurer reported vouchers in the amount of $510.37 had
been previously paid. Commissioner Slocomb moved for approval of vouchers in the
amount of $11,122.09 due to the Park Dedication account which relate to the Big
Muskego Lake access. Commissioner Salentine seconded. Motion carried 7-0.
UNFINISHED BUSINESS
Status of Rehabilitation Management Deputy Commissioner Pilak reported the DNR
periodically checks the lake to determine the number of fish present. The existing fish
population is supporting the use of the public boat access and expansion parking lot.
Some people are parking in prohibited areas. Boxhorn's and Hunter's Nest are also
experiencing heavy use.
The purple loosestrife eradication project was also discussed by Mr. Pilak. Three
hundred beetles were purchased this spring. It is anticipated that eventually the project
will be self maintaining and additional beetles will not have to be purchased.
Mr. Pilak also discussed the eurasion milfoil epidemic on Bass Bay. Last year, the lake
district participated in a pilot program run by the DNR using weevils to eliminate the
milfoil. It is believed too many weevils were introduced to the area. The milfoil was
completely eradicated causing the weevils to migrate. The eurasion milfoil is now back
and the DNR is no longer involved in any eradication programs. He has contacted a
source in Iowa recommended by the DNR to review the current situation and requests
input from the commissioners. The company would perform a study at a cost of $4,700
to propose a specific course of treatment. If weevils were used again, the proper
balance of weevils to the amount of milfoil needs to be determined. The milfoil can also
be treated chemically. Mr. Pilak stated the total amount needed to fund the eradication
project was not known. He stated there is money in the budget for this particular item.
The company he contacted suggests a chemical/weevil combination to initiate the
project. Commissioner Patterson asked if records from the DNR's project could be
utilized possibly eliminating the need to have the study done. Mr. Pilak stated the

project was not as far reaching as it should have been; there is too much information
that is still needed. Mayor De Angelis noted that the program was experimental; more
work is needed. Commissioner Salentine moved to approve $4,700 for the survey, with
the total amount for the eradication not to exceed $15,000 to include costs for bugs,
chemicals, or a combination of both. Commissioner Slocomb seconded; motion
carried.
Mr. Pilak stated that traffic problems have been prevalent in the past. There is more
traffic on the lake this year; however, no specific problems have been noted. It was
determined that no additional regulations would be proposed at this time.
Mr. Pilak also gave an update on the osprey. It is anticipated some of the original birds
may return this year. Six new birds will be received. He would like to obtain carp in the
future from any DNR projects to be used for the osprey.
Commissioner Slocomb stated that the Conservation Plan Committee is still being
formulated. A preliminary meeting with some of the members was held. Mr. Pilak
stated that the lake district is interested in this issue. Commissioner Slocomb stated
that lakes will be the committee's focus. What will come out of the committee will be a
cohesive plan for the entire community.
Status of Boat Lauch and Overflow Parking Lot Mr. Pilak reported that both are
working well and very popular. Some people are parking where they should not be. He
does not want any problems for adjoining property owners.
Status of Ongoing Projects Mr. Pilak covered during previous discussion.
Status of Big Muskego Lake Feasibility Study Mr. Pilak stated he has not heard
anything new.
Status of Conservancy Program and Funding Commissioner Slocomb previously
discussed.
NEW BUSINESS
Annual Meeting Planning It was noted that the meeting was scheduled for the last
Tuesday in August. The Commissioners determined that the required information
would be mailed to all property owners in addition to being published.
Discuss Dike Situation Mr. Pilak stated that the DNR requested that the lake level be
lowered 3" below the dam to eliminate the pressure from the dike. Heavy rains have
caused damage to the dike. The Mayor stated that the City lowered the lake 3" below
the spillway several weeks ago to accommodate their request until the dike is repaired.
The City pledged some assistance to do the project last year; however, the project did
not get done. He is uncertain if DNR funds are still available. Mr. Zagar will research
the status of the project and the funds available.
