BMLCommM19991109BIG MUSKEGO LAKE/BASS BAY PROTECTION & REHABILITATION DISTRICT BOARD OF COMMISSIONERS (Approved 1125100) MINUTES OF MEETING HELD TUESDAY, NOVEMBER 9, 1999 The meeting was called to order at 7:28 p.m. by Mayor De Angelis. Also present were Commissioners Slocomb, Chiaverotti (arrived at 7:33 p.m.), Le Doux, Patterson, Pionek, Salentine, and Sanders, Deputy Commissioner Pilak, City Attorney Molter, Clerk Marenda, and Deputy Clerk Blenski. The Clerk reported the meeting was noticed in accordance with the Open Meeting Law. Commissioner Salentine moved for approval of minutes of the 6/22/99 meeting. Commissioner Slocomb seconded; motion carried. VOUCHERS - Mayor De Angelis reported that vouchers totaling $254.71 were paid. There were no vouchers requiring approval at this time. UNFINISHED BUSINESS Status of Rehabilitation Management Mr. Pilak noted that the drawdown of Little Muskego Lake did not have an adverse effect on Big Muskego. He stated that the issue was discussed at committee (Public Works) and thanked Commissioner Slocomb for his input and explanation of the nature and hydraulics of the Big Muskego Lake. At the annual meeting, people expressed concern about purple loosestrife and an interest in acquiring the weevils that were bred and used to eradicate it. Mr. Pilak stated he contacted the individual in Madison and informed him that there are many people on the Big Lake and some on Bass Bay who are interested in purchasing the bugs. Mr. Pilak reported that he met with Jim Jackley regarding the cattail issue which was also discussed at the annual meeting. There is concern about the drought conditions that exist and Mr. Jackley recommends the fire departments learn more about fighting marsh fires. Mr. Pilak will contact the chiefs of the fire departments. Commissioner Slocomb asked if there was a future cattail burning planned with Mr. Pilak responding preferably in the spring. Status of boat launch and overflow parking lot project It was noted that this item was completed and did not need to appear on future agendas. Commissioner Chiaverotti arrived at the meeting. BMUBB Board of Commissioners November 9, 1999 Page 2 Status of ongoing protects The University of Wisconsin extension has been contacted to prepare a survey to obtain the opinions of district property owners regarding traffic and safety issues on the lake. Mr. Pilak noted that the University conducted the last survey regarding the restoration project and the district was pleased with the job that was done. The survey will be completed and sent out after the first of the year and the University will analyze the responses received and provide the outcome of the results. The expense involved is estimated to be about $800. Mr. Pilak stated about 250 lake district properties will receive the survey. Status of Big Muskego Lake Feasibility Study Deputy Commissioner Pilak stated that Mr. Jackley will continue to be the liaison between the landowners and the State of Wisconsin. The State has not committed a specific dollar amount for the land purchases. Mr. Pilak also noted that the DNR contacted the Deputy Commissioners and requested that a few of them attend the North American Lake Management Society seminar in Nevada on December 1 - 4. Deputy Commissioners Klenz and Pilak will attend the convention with the restoration of Big Muskego Lake being featured. Mr. Pilak put a slide presentation together with the assistance of Mr. Jackley which he will present at the convention. NEW BUSINESS Election of Secretary and Treasurer Commissioner Patterson moved to elect Clerk -Treasurer Marenda as Secretary and Finance Director Gunderson as Treasurer of the lake district. Commissioner Le Doux seconded; motion carried unanimously. ADJOURNMENT Commissioner Slocomb moved to adjourn at 7:45 p.m. Commissioner Sanders seconded, motion carried.
