BMLCommM19990622BIG MUSKEGO LAKE/BASS BAY PROTECTION & REHABILITATION DISTRICT BOARD OF COMMISSIONERS (Approved 1119199) MINUTES OF MEETING HELD TUESDAY, JUNE 22, 1999 The meeting was called to order at 7:29 p.m. by Mayor De Angelis. Also present were Commissioners Slocomb, Chiaverotti, Le Doux, Patterson, Pionek, Salentine, and Sanders, Deputy Commissioner Pilak, City Attorney Molter, Clerk Marenda, and Deputy Clerk Blenski. The Clerk reported the meeting was noticed in accordance with the Open Meeting Law. Commissioner Salentine moved for approval of minutes of the 4/27/99 meeting. Commissioner Slocomb seconded, motion carried. VOUCHERS - Clerk Marenda reported that vouchers totaling $68,931.25 were paid since February with the $68,500 being a pass through amount related to a grant received. Mayor De Angelis adding it was for ongoing monitoring of the Big Lake funded by USGS and the DNR. There were no vouchers requiring approval at this time. UNFINISHED BUSINESS Status of Rehabilitation Management Mr. Pilak reported that there are numerous problems occurring on the lake. The DNR has someone patrolling the lake only one day a week and tickets are being written. Additional patrolling is needed. He is requesting that the existing Police Department water patrol also monitor the Big Lake area. Violations include individuals traveling too fast, cutting people off, and going too close to the islands. There also was a trespasser on one of the islands, which are off limits right now. The situation is adversely affecting the wildlife. Additional help will also be requested of the DNR. This will be a topic of discussion at the annual meeting in August. A possible "Slow - No Wake" was suggested during April through June (to accommodate the nesting period). Mr. Pilak noted that a selected 13-acre area towards the channel entering the Big Lake would be sprayed for milfoil to prevent it from being introduced into the lake and then populating and spreading. The rest of Bass' Bay will be sprayed, with a total of 30 acres needed to be done. The DNR will pay for 17 acres with the lake district to pay for the remainder. Two years ago, a weed -control program using weevils was initiated and proved to be very effective. Deputy Commissioner Pilak suggests reintroducing the weevils in spring for weed control. It is too late to utilize the bugs to combat the problem this year. He prefers this method to spraying. Commissioner Salentine moved to approve an amount not to exceed $6,000 for spraying. Commissioner Slocomb seconded; motion carried. Mr. Pilak noted that the DNR oversees the spraying project. Commissioner Salentine requested funds be placed in the 2000 budget to provide for a weevil weed control program. Mr. Pilak stated that both spraying and the weevils would be budgeted for next year. He noted that the residents in the Bass Bay area where the BMUBB Board of Commissioners Page 2 June 22, 1999 spraying will take place this year will be notified and confirmed that the DNR will take care of the publication requirement. Mr. Pilak noted an existing problem on Holz Drive affecting property owners was handled by Commissioner Slocomb. Commissioner Pionek asked if a speed limit was posted on the lake or at the launch site. Deputy Commissioner Pilak stated the speed limit was not posted. State law provides for a slow, no wake area within a specific distance from the shoreline. Commissioner Pionek asked if regulations are posted at the launch site. Mr. Pilak stated boating regulations are provided to people with license renewal. He does not believe posting at the launch site would be effective. Commissioner Pionek asked if violators were from Muskego and Mr. Pilak stated he did not know; the DNR warden would have to be contacted. Commissioner Salentine suggested the issue be discussed with Chief Johnson to have the Water Patrol get out on Big Muskego especially from April to June during the nesting period. Mr. Pilak believes a financial impact for the violators is needed to resolve the problems and the people on the lake need to get involved in reporting violations. Status of Boat Launch and Overflow Parking Lot Project Mr. Pilak stated that Tom Zagar purchased materials to construct a split rail fence to divide the access property from the Thompson property which is being used for a shortcut. He requested the use of Parks and Recreation personnel for the fencing project. Commissioner Pionek stated there has been a huge puddle of water in the overflow lot. Mr. Pilak responded that additional gravel is needed. Mayor De Angelis stated that the maximum amount of gravel has been added and different alternatives are being reviewed to drain that portion of the parking lot. Additional gravel would cause water to drain on the adjacent property. Status of On -Going Proiects Mr. Pilak reported that osprey are due to arrive July 1. He received and packaged 800 lbs. of carp which will be used to feed them. He is working with Jim Jackley to obtain permit for children to catch undersize fish which will be used to supplement the carp diet of the ospreys. Mr. Pilak also presented information on an experimental bug breeding program to eradicate the garbage weed, purple loosestrife. Status of Big Muskego Lake Feasibility Study Mr. Pilak stated that Project Manager Jim Jackley was told to back off for now as Governor Thompson has yet to sign the project feasibility report. Mr. Pilak has not received any negative comments and asked the Commissioners to contact state representatives. Time is of the essence. Mayor De Angelis has made contacts but no one has been able to tell him why the Governor has set the report aside. Commissioner Salentine moved to send letter to Madison encouraging the Governor's signature. Commissioner Slocomb seconded. Commissioner Chiaverotti suggested BMUBB Board of Commissioners June 22, 1999 Page 3 that the concerns of Mr. Pilak regarding the timing be incorporated in letter. Motion carried. Mr. Pilak thanked the students of St. Leonard School and Dick Bennett for his generosity in allowing the use his property. NEW BUSINESS Annual Meeting Clerk -Treasurer Marenda noted that the annual meeting was scheduled for Monday, August 30, 1999 at 7:00 p.m. The meeting notice and proposed budget will be published August 12. Commissioner Slocomb moved to publish the notice once and mail the information to all property owners. Commissioner Chiaverotti seconded; motion carried. Jean requested agenda items be submitted to her. ADJOURNMENT Commissioner Slocomb moved to adjourn at 8:20 p.m. Commissioner Sanders seconded, motion carried.
