BMLCommM19990126BIG MUSKEGO LAKE/BASS BAY PROTECTION & REHABILITATION DISTRICT BOARD OF COMMISSIONERS MINUTES OF MEETING HELD TUESDAY, JANUARY 26, 1999 The meeting was called to order at 7:30 p.m. by Mayor De Angelis. Also present were Commissioners Slocomb, Chiaverotti, Patterson, Pionek, Salentine, Sanders, and Woodard, Deputy Commissioner Pilak, City Attorney Molter, Clerk Marenda, and Deputy Clerk Blenski. The Clerk reported the meeting was noticed in accordance with the Open Meeting Law. Commissioner Salentine moved for approval of minutes of the 10/27/98 meeting. Commissioner Patterson seconded, motion carried. VOUCHERS - Clerk Marenda reported that since the last quarterly meeting, vouchers in the amount of $8,992.77 have been paid. She stated there were no additional vouchers needing approval at this time. UNFINISHED BUSINESS Status of Rehabilitation Management Mr. Pilak stated that with the ice around the lake, some dissolved oxygen testing will be conducted. The DNR and Tom Zagar will be monitoring the levels. So far, the levels checked have been high, which is what is desired for the fish population. Status of Boat Launch and Overflow Parking Lot Project Mr. Pilak reported that the public access site is completely done. The rock border work is done. The site is an asset to the community and is being used heavily. There is a small problem of water accumulating at the overflow parking lot which Deputy Commissioner Pilak and Mr. Zagar will work on. Status of On -Going Projects Mr. Pilak reported on a project on the west end of Big Muskego Lake regarding a dike that runs from the dam along some properties on the west end of the lake. The dike is important because on the west side of it is the channel that runs to Wind Lake. If the dike is breached, carp will get through to the Big Lake. Muskrats haves eaten through several spots so the DNR intends to repair the dike. City personnel will assist the DNR with this project. Easements from landowners will have to be obtained. This project can be done in winter or late summer. A video of Big Muskego Lake and Bass Bay after the drawdown is available. Commissioner Slocomb is making additional copies. The individual who took the video donated the video and photographic negatives to the district. There are about 10 photos that the district would like to frame for future sale. The photographs will be on BMUBB Board of Commissioners Page 2 January 26, 1999 display at City Hall as well as at the access site to assist fishermen. Mr. Pilak stated work was also being done to create a brochure displaying a map of the lake and cattail area. Mr. Pilak also reported that he will be working with Jim Jackley this spring on cattail management. He hopes a blanket permit can be obtained and individuals can remove the cattails on their own property. Mr. Pilak stated the six wheeler is being used for many purposes including accessing the osprey nesting platforms. He also reported that in conjunction with the oxygen testing, the DNR is doing some fish management as far as type of fish being caught and location. The fishermen have been very cooperative. Lake District Equipment Update Mr. Pilak stated that the six wheeler has been registered. A safety video must be viewed by anyone who will use and operate the vehicle. Use of the vehicle is being limited to the deputy commissioners, Tom Zagar, DNR personnel, and the warden. Biq Muskego Lake Feasibility Study Mr. Pilak is working with the DNR and property owners regarding acquisition of land. DNR personnel will be requesting funding from Madison. Money is currently not in the budget. COMMUNICATIONS AND ANY OTHER BUSINESS AS AUTHORIZED BY LAW Mr. Pilak stated that Tom Zagar has been notified that the "Outdoor Wisconsin" segment featuring Dan Small fishing on Big Muskego Lake will be aired on February 11 (Channel 10 at 7:00 p.m.). Mr. Pilak will verify date and time prior to notification of the airing. ADJOURNMENT Commissioner Slocomb moved to adjourn at 7:48 p.m. Commissioner Sanders seconded, motion carried.
