BMLCommM19981027BIG MUSKEGO LAKE/BASS BAY PROTECTION & REHABILITATION DISTRICT BOARD OF COMMISSIONERS MINUTES OF MEETING HELD TUESDAY, OCTOBER 27, 1998 The meeting was called to order at 7:30 p.m. by Mayor De Angelis. Also present were Commissioners Slocomb, Chiaverotti, Patterson, Salentine, Sanders, and Woodard, Deputy Commissioner Pilak, Lakes Projects Coordinator Zagar, City Attorney Molter, and Deputy Clerk Blenski. Commissioner Pionek was not present. Deputy Clerk reported the meeting was noticed in accordance with the Open Meeting Law. Commissioner Salentine moved for approval of minutes of the 6/23/98 meeting. Commissioner Woodard seconded, motion carried. VOUCHERS - Mayor De Angelis reported that a $470 voucher for the audit has already been approved. Commissioner Sanders moved for the approval of voucher in the amount of $2,000 to UW-Stevens Point for weevil services. Commissioner Salentine seconded; motion carried 6 to 0. UNFINISHED BUSINESS Status of Rehabilitation Management Mr. Pilak gave a brief update on the experimental use of weevils on the lake noting they will continue to flourish and eradicate the milfoil. The next project on the management program is the eradication of the purple loosestrife which is threatening the cattail area. The loosestrife will choke out any type of native vegetation. A testing project using a new weevil will be attempted with Mr. Pilak placing the district's name on a list as a participant in the project. The loosestrife is also posing a problem in the Bass Bay area. It is necessary that the cattail fringe be maintained to keep the lake clean. Mr. Pilak also noted that the DNR conducted an open house to obtain ideas. The state is reviewing the establishment of a land co6servancy of areas around the lake to preserve the natural wildlife habitat. Status of Boat Launch and Overflow Parking Lot Proiect Tom Zagar stated the sign at the boat launch is almost completed. Tony Tobin has volunteered his masonry skills. Trees have been planted at the boat launch. There was a low area at the overflow lot; the Department of Public Works is adding gravel and grading. Mr. Pilak thanked Mr. Tobin for his efforts. He also reported that the other items at the — site, such as the portable toilet and phone, have now been installed. He complimented Tom for his work on the project. BMUBB Board of Commissioners October 27, 1998 Page 2 Status of On -Going Proiects Mr. Pilak noted that the osprey project was featured on an edition of "Outdoor Wisconsin." The placement of flashing or galvanized piping around the poles so raccoons cannot get into the nests is the last item to be finished. This should be completed this winter. "Outdoor Wisconsin" will also feature a segment on a fishing trip for perch on Big Muskego Lake with Dan Small. A postcard will be sent to lake district residents as to when the segment will be aired. Mr. Pilak stated the Department of Natural Resources Conservation Warden is out marking all the duck blinds that have built so they can be ited if they are not completely removed. He said an ordinance was being pursued that would not allow any permanent structures on the lake bed. The DNR requested that the district wait another year to see what happens. If there is a problem this year, then the DNR may support an ordinance. Map is being put together to identify the boating lanes and help acclimate people to the lake. It is hoped that individuals will use more caution. Commissioner Sanders requested notification of the next "Outdoor Wisconsin" segment. Mr. Pilak stated he will try to obtain a copy as well. Commissioner Salentine suggested that Stella be advised so she can include on scroll. Lake District Equipment Update Mr. Pilak reported on bids for a six -wheeler. East Troy Marine provided best price on a 1999 Polaris 500. The tracks for rear two tires were also purchased. At the annual meeting, $8,000 was allocated. A 2,000 lb. winch was also purchased. The purchase of this piece of equipment was not anticipated. Approximately $200 is remaining which will be used to purchase a used trailer. The pontoon boat that was donated is being stored at this time. The Go -Devil and boat will continue to be used until first ice and then will be winterized. NEW BUSINESS Election of Secretary and Treasurer Commissioner Slocomb moved to elect Clerk -Treasurer Marenda as Secretary and Treasurer of the lake district. Commissioner Salentine seconded; motion carried. It was noted that the Finance Director currently serves as the district's Treasurer. Commissioner Salentine moved to reconsider previous motion. Commissioner Slocomb seconded; motion carried. Commissioner Slocomb moved to amend motion to reflect the election of Clerk -Treasurer Marenda as Secretary and Finance Director Gunderson as Treasurer. Commissioner Salentine seconded; motion carried. Motion, as amended, carried unanimously. BMUBB Board of Commissioners October 27, 1998 Page 3 Biq Muskego Lake Feasibility Study Mr. Zagar stated he spoke with Theresa Gripentrog of the DNR and there will be a second open house on Monday, November 16 from 3:00 to 7:00 p.m. He stated she will take care of mailing notification of the meeting. Ms. Gripentrog will be working with Mayor and planning staff. ADJOURNMENT Commissioner Sanders moved to adjourn at 7:50 p.m. Commissioner Slocomb seconded, motion carried.
