BOARD OF COMMISSIONERS
MINUTES OF MEETING HELD TUESDAY, JUNE 23, 1998
The meeting was called to order at 7:25 p.m. by Mayor De Angelis. Also present were
Commissioners Slocomb, Chiaverotti, Patterson, Salentine, Sanders, and Woodard, Deputy
Commissioner Pilak, City Attorney Molter, Clerk -Treasurer Marenda and Deputy Clerk Blenski.
Commissioner Pionek was not present.
Clerk -Treasurer Marenda reported the meeting was noticed in accordance with the Open
Meeting Law.
Commissioner Salentine moved for approval of minutes of the 3/10/98 meeting. Commissioner
Slocomb seconded, motion carried.
VOUCHERS - Mayor De Angelis reported vouchers totaling $121,155.48 have been paid for the
period March 25,1998 to the present.
UNFINISHED BUSINESS
Rehabilitation Management - Mr. Pilak stated the plant called kara is successfully growing in
about 90% of the lake bottom. It grows under the surface of the water and is beneficial because
it holds down the lake bottom. In areas that are more shallow, some minor problems could be
experienced. There are still several spots that need to be addressed regarding weed spraying,
which should have been completed today. Grant funds in the amount of $69,000 will be used for
various projects. One is to take care of the berm that extends from the dam that leads into Wind
Lake. There is a problem with muskrats undermining the berm that raps around the south and
west part of the lake with concern that carp could obtain access and swim into the lake. This
spring, several individuals worked to secure the area to prevent invasion by carp. The grant
funds will be used to implement a plan that will provide a permanent remedy to the problem.
Mr. Pilak stated that Warden Bruce Buenning visits Bass Bay and the Big Lake two to three
times a week.. We need another article in the newspapers advising people of the fishing
regulations. As to the fish stocking program, he stated that the northern and perch supplies are
reported to be very good. Blue gills were recently reintroduced into the lake. Fishing on Bass
Bay has been tremendous and the fishing will continue to improve in the future. Mr. Pilak
distributed pictures of some of the district's latest projects. Commissioner Slocomb clarified the
specific location of the berm that is being undermined.
Proposed Ordinances - Deputy Commissioner Pilak reported two ordinances are being worked
on. One is to provide regulations regarding burning near the lake. It is hoped that a minimum
setback from the lake shore could be established regarding campfires, etc. to protect the lake.
An ordinance to regulate duck blinds also continues to be worked on. Mr. Pilak noted that the
municipality is not trying to regulate hunting; this is a pollution issue. A letter will be forwarded to
Madison with accompanying pictures to show the extent of the poles that are left in the water
after the blinds are dismantled. Over 5,000 posts were cleaned up during the draw down and
the deputy commissioners are trying to prevent this from recurring. Mr. Pilak asked about
funding for the water patrol and if Bass Bay and the Big Lake were included in the patrol area.
The Mayor responded the money comes from the DNR and the Bass Bay/Big Lake area is

included. Mr. Pilak stated he would like to see the Water Patrol out there because of the
increase in the water traffic. Regarding the proposed burning ordinance, Commissioner
Patterson asked if there is a significant problem with debris from campfires leaching into the
water. Deputy Commissioner Pilak responded yes. There are not many sites where problems
exist. However, before pollution becomes an issue, the deputy commissioners would like to see
some regulations in place.
Status of boat launch and overflow parking lot project - Mr. Pilak noted that since the departure
of Kristy Rogers, he is not sure who is in charge of the paving project. The Mayor responded
that the area has been prepared for paving which should be completed by Friday (June 26) and
then striped. Mr. Pilak noted that four girl scouts from Troop 46 helped with planting of flowers
and trees at the boat launch site. The trees were donated by Sam Klauser who was thanked for
his donation.
On -going Projects
Mr. Pilak stated that about 2,200 plants were purchased with grant funds to be placed on the
islands to enhance duck and wildlife habitats and prevent soil erosion. Plantings on the first two
islands have been completed with the third island to be done this week. Numerous birdhouses
were also placed on the islands. Children and adults from St. Leonard School helped with the
island plantings. Mr. Pilak thanked several individuals who helped with the island projects and
allowed their properties to be used as access points. Boater Safety Class is also taking place.
Mr. Pilak acknowledged the donation of a 28 foot pontoon boat from the Glynn Family. The
ospreys will arrive July 7. A new freezer will be purchased to store food for the birds; Craig
Lawdanski has volunteered to feed them. New pairs will be introduced over the next six springs.
Next year the district will gather carp from the dam area for feeding.
Alum Treatment
Mr. Pilak stated the treatment was done at the end of April to the beginning of May. The water
clarity has dramatically improved. There was an algae bloom that followed the treatment which
has now dissipated. The Mayor stated that Wind Lake has not received their grant funds for the
project to date to forward to the City.
Holz Drive Dredging Project
Mr. Pilak stated the sewer project is underway. The fish and ducks nesting in the channel are
numerous. The spoils that were dredged from the channel need to be removed which cannot
take place until the weather becomes cold.
NEW BUSINESS
Mayor De Angelis noted the annual meeting is scheduled for Monday, August 31 at 7:00 p.m.
and requested that the commissioners place any specific items on the agenda. Mr. Pilak noted
that he will meet with the Finance Director to review next year's budget. The Clerk -Treasurer
noted that the new by-laws for the district state that the annual meeting notice and budget public
hearing notice must be published once and sent to every property owner. The Board may
substitute a second publication of the notices in lieu of sending written notice. The Board needs
to decide what will be done. Mr. Pilak favored individual notification and the consensus of the
commissioners was in agreement.

Mr. Pilak asked about filling the position of Lake Projects Coordinator. Mr. Sadowski stated that
22 applications were received. The applications are being reviewed and interviews will be
scheduled shortly.
COMMUNICATIONS AND ANY OTHER BUSINESS AS AUTHORIZED BY LAW
Mayor stated that there will be a dedication ceremony at the Boxhorn Gun Club this Saturday
(June 27) at 10:00 a.m.
Mr. Pilak requested that a letter be forwarded or verbal contact made to Gloria McCletchum of
the DNR regarding a feasibility study for acquiring property around the Big Lake. Mr. Jackley
will work on the project.
