BOARD OF COMMISSIONERS
MINUTES OF MEETING HELD TUESDAY, MARCH 10, 1998
The meeting was called to order at 7:24 P.M. by Mayor De Angelis. Also present were
Commissioners D'Acquisto, Patterson, Pionek(arrv. 7:26 P.M.), Salentine, Sanders,
Slocomb and Woodard, Deputy Commissioner Pilak, Kristy Rogers and Clerk -Treasurer
Marenda.
Clerk -Treasurer Marenda reported the meeting was noticed in accordance with the Open
Meeting Law.
Commissioner Salentine moved for approval of minutes of 1127/98 meeting.
Commissioner Sanders seconded, motion carried.
VOUCHER APPROVAL - Clerk -Treasurer Marenda reported payment of voucher in
amount of $187.50 for Wisconsin Association of Lakes (WAL) 1998 membership dues.
UNFINISHED BUSINESS
Rehabilitation Management - Deputy Commissioner Pilak reported a boater safety
course would be sponsored by the BML District. Kristy Rogers advised the costs for the
program would be paid with Education and Training funds. Deputy Pilak reported
children from St. Leonard's would plant vegetation on the islands in May. He reported
_ Bass Bay could flood and asked for cooperation of the City to check the staff gauge to be
installed in Bass Bay and adjust the dam accordingly.
Proposed Ordinances - Deputy Pilak reported a draft ordinance was sent to Atty. Lutz of
the DNR and Atty. Molter regarding duck blinds. The DNR feels we are infringing on
their powers as to hunting. Pilak felt it is a pollution issue and will submit a revised draft
calling for no permanent structures on Big Muskego Lake. He will confer with Atty. Lutz
so as not to infringe on DNR's powers to regulate hunting. Once drafted, it will be
presented to the Public Services Committee.
Status of boat launch and overflow parking lot project - Kristy Rogers reported the spoils
are now out of the wetland and are stored at the site. Waiting for Western to truck spoils
to Mr. Bennett's property. Finished lighting design. Decided to go with 100 watt light
which won't infringe on others across the lake. Should be going in this month with the
telephone wiring - using underground power lines. Paving to be completed by June 1st
Landscaping will be completed this summer. The DNR is having a plaque made for
Ducks Unlimited, and the BML District will have one made for Operation Comeback and
other donors for the lake access site.
On -going Projects - Kristy Rogers reported we have received funding through 1998
which includes her salary, benefits, training, Freedom Square, Stormwater Management
and Streamback Project; and, construction projects for Freedom Square, Bass Bay
shoreline, BML shoreline and LML model shoreline.
Holz Drive Dredging Project - No update to report.

NEW BUSINESS
Reso.#1-98 - Authorization to apply for a Lake Protection Grant in cooperation with the
Wind Lake Management District. Commissioner Slocomb moved for
adoption. Commissioner Sanders seconded. Kristy Rogers explained
the alum treatment was scheduled for late May or early June at an
estimated cost of $46,000. Treatment should last 7-10 years. The Wind
Lake Management District has excess money in a protection grant and
they will work to get that money for the Bass Bay treatment. The DNR is
considering the grant with BMLD and WLMD as co-sponsors; but, a
second option is to add Bass Bay through the Wind Lake grant which is
the DNR's preferred option and how the resolution is worded. Motion to
adopt carried 7-0.

Commissioner D'Acquisto moved to adjourn at 7:40 P.M. Commissioner Sanders
seconded, motion carried.
