BMLCommM19971028BIG MUSKEGO LAKE/BASS BAY PROTECTION & REHABILITATION DISTRICT BOARD OF COMMISSIONERS MINUTES OF QUARTERLY MEETING HELD TUESDAY OCTOBER 28, 1997 The meeting was called to order at 7:45 PM by Mayor De Angelis. Also present were Commissioners D'Acquisto, Patterson, Pionek, Salentine, Sanders, Slocomb, and Woodard, Deputy Commissioner Pilak, City Clerk -Treasurer Marenda and Deputy Clerk Blenski. City Clerk -Treasurer reported the meeting was noticed in accordance with the Open Meeting Law. Commissioner Salentine moved for approval of minutes of the 6/24/97 and 7/17/97 meetings. Commissioner Pionek seconded, carried. VOUCHER APPROVAL Clerk -Treasurer Marenda reported payment of prior voucher in the amount of $53.95 for publication of annual meeting notice. Commissioner Sanders moved for approval of the following vouchers totaling $622.78: r— City of Muskego for Wages, Benefits $172.78 Conley, McDonald for '96 Audit 450.00 Total $622.78 Commissioner Slocomb seconded. Carried 7-0. UNFINISHED BUSINESS Deputy Commissioner Pilak stated the lake's condition is full. The agenda item entitled "update on draw down status" can be removed from future agendas. The DNR recently shocked the lake to check the numbers of stocked fish. The Department was pleased with the numbers. Mayor noted the spillway gates have been closed. Mr. Pilak stated that Kristy Rogers, Mark Paulat's replacement, has jumped into existing projects with full speed. He stated there are loose ends to tie up regarding the completion of the public access site. The area is already being utilized. NEW BUSINESS In conjunction with the ongoing hunting season, Mr. Pilak stated the deputy commissioners oppose permanent duck blinds and will be requesting a City ordinance to disallow them. Mr. Pilak will be requesting this action at the November 3 Public Services Committee meeting. This type of ordinance can be done on the state level but it will take years. He has not heard of any opposition to disallow the permanent blinds. When left remaining in the water, the blinds can be a navigational hazard. He and several other individuals have spent countless hours to remove the blinds left behind. Board of Commissioners BMLBass Bay Protection & Rehabilitation District Quarterly Meeting - 10/28/97 Commissioner Sanders asked about language for the proposed ordinance. Mr. Pilak stated it was only being proposed to include the boundaries of Big Muskego Lake. Commissioner Sanders asked what about Lake Denoon? Mayor De Angelis responded that the Public Services Committee can review if the proposed ordinance should be citywide. Regarding future projects, Mr. Pilak stated the newsletter will be coming out shortly. He is also looking for someone to conduct a boating safety course. Mayor De Angelis noted that the newly adopted by-laws of the district call for the election of a Secretary and Treasurer annually. Commissioner D'Acquisto nominated Clerk -Treasurer Jean Marenda as secretary and Finance Director Dawn Gunderson as treasurer for the district. Commissioner Sanders seconded; Dawn and Jean were elected by unanimous vote. Jean noted that as City Treasurer, she will continue to receive and collect all monies of the district. Resolution #BML 2-97 - Authorization to Approve Vouchers. Commissioner Salentine moved for adoption. Commissioner Slocomb seconded, carried. The resolution authorizes the approval and payment of vouchers that do not exceed $500. COMMUNICATIONS AND ANY OTHER BUSINESS AS AUTHORIZED BY LAW Letter received from the Linnie Lac Management District acknowledging the BML donation and support was read.
