MINUTES OF QUARTERLY MEETING HELD TUESDAY, JUNE 24, 1997
The meeting was called to order at 7:38 P.M. by Mayor De
Angelis. Also present were Commissioners D'Acquisto (arrived
at 7:50 P.M.), Patterson, Pionek, Salentine, Sanders, Slocomb
(also a Deputy Commissioner) and Woodard, Clerk -Treasurer
Marenda, City Attorney Molter, Deputy Clerk Blenski, and Deputy
Commissioner Pilak.
Clerk -Treasurer reported that the meeting was noticed in
accordance with the Open Meeting Law.
Commissioner Salentine moved for approval of minutes of the
3/25/97 Quarterly Meeting. Seconded by Commissioner Sanders;
motion carried.
Old Business
1. Status of Boat Launch
Mr. Pilak stated the ramp to the public access site has been
completed. He is looking for direction as to who is the City's
coordinator on this project since Mr. Paulat has left the
City's employment. Mayor De Angelis responded Parks Director
Peter Theis is now in charge of this project. He further
stated that all of Mr. Paulat's other projects have been
distributed to various Department Heads. Mr. Pilak stated some
dredging and the disposition of spoils still need to be done at
the site. Mr. Slocomb added that a meeting was scheduled for
July 1 at the site with Mr. Theis, and DNR and Army Corps
representatives.
2. Update on Draw Down
Mr. Pilak stated this item will be renamed for future agendas
"Restoration Project." There are about three inches of water
going over the dam. Bass Bay is about three to four inches
higher than normal. There are plenty of fish in the lake and
the DNR has just recently stocked the Big Lake and Bass Bay
with Northern. The clarity of the water is also very good.
3. Status of Islands
Seeding attempts on the islands have experienced problems with
the seed being either washed or blown away. Children from St.
Leonard School were at the islands a few weeks ago and helped
with the planting of shrubs and pulling up and restaking the
soil erosion barriers. The DNR is planting Christmas trees
where deep holes were created by doing the islands. Mr. Ed
Raimann has been nice enough to donate trees for this purpose.

There are reports that ducks are going on the islands which is
encouraging as this was the purpose of the project.
4. Carp Barrier at Dam
Mr. Pilak stated that since the last meeting, there was an
incident which occurred in which a dog and person were
injured. Since that time, there was a problem with power
failures due to the wrong fuses being used. It is hoped that
no carp were released. The DNR has the electrical current
corrected. The back-up generator is now on line.
5. Wind Lake Project
Mr. Pilak had no information to report. The project is
finished and permit to dismantle the spoil site has been
obtained.
6. Status of On -going Projects
Mr. Pilak stated that trees have also been planted on Bass Bay
by him, Mr. Slocomb and Mr. Lawdanski with more trees to be
planted when additional cinder blocks become available.
7. Status of Holz Drive Dredging Project
Commissioner Slocomb is working out details with the people in
the area. Commissioner Salentine confirmed that dredging in
the front of City property was done.
New Business
1. Review Proposed Revisions to By -Laws
Mayor De Angelis reported that correspondence has been
submitted to the Commissioners regarding proposed revisions to
the By -Laws of the district. He suggests the Commissioners
hold another meeting to review and discuss this issue prior to
the annual district meeting in August. Mr. Pilak suggests that
a separate BML meeting be held due to the length of time the
various issues could take. Commissioner D'Acquisto moved to
defer to hold a separate meeting to review the proposed
revisions to the By -Laws. Commissioner Slocomb seconded. It
was determined the meeting would be held on either Thursday,
July 10 or Thursday, July 17 depending on when the Public Works
meeting would be scheduled. Motion carried.
Communications and Any Other Business as Authorized by Law
Mr. Pilak wanted to make people aware that the Army Corps of
Engineers have two testing sites on the Big Muskego Lake. The
metal extensions have reflective markers and volunteers will be

adding additional markers to increase visibility. The sites
are located 1/2 mile north of the Boxhorn Trap Shooting area
and 3/4 of a mile north of the dam. Mr. Pilak also wanted to
encourage people to know the rules and regulations of the lake.
He stated that the City's Water Patrol will again be on the
lakes and Bass Bay to ensure safety.
Voucher Approval
The Clerk -Treasurer reported payment of prior vouchers in the
amount of $146.01 with no new vouchers needing approval.
Commissioner Sanders moved to adjourn at 8:01 P.M.
Commissioner Woodard seconded; motion carried.
