MINUTES OF QUARTERLY MEETING HELD TUESDAY, MARCH 25, 1997
The meeting was called to order at 7:20 P.M. by Mayor De
Angelis. Also present were Commissioners D'Acquisto, Patterson,
Pionek, Rasmussen (left at 7:34 P.M.), Sanders, and Suhr,
Clerk -Treasurer Marenda, City Attorney Molter, Deputy Clerk
Blenski, Deputy Commissioners Pilak and Slocomb. Commissioner
Salentine was absent.
Clerk -Treasurer reported that the meeting was noticed in
accordance with the Open Meeting Law.
Commissioner Suhr moved for approval of minutes of the 1/28/97
Quarterly Meeting. Seconded by Commissioner Sanders; motion
carried.
Old Business
Mr. Pilak presented recent pictures to the Commissioners of the
public access site. Dredging is 3/4 done. City engineers,
Ruekert & Mielke, determined that the ramp itself was not in the
best spot. Mr. Pilak presented a sketch (copy attached)
depicting the original ramp location (identified in red) and the
new site (identified in blue) suggested by Ruekert & Mielke. An
additional wetland delineation was required due to the
relocation of the ramp. As time was of the essence, Lisa Niesta
was contacted and was able to grant what was needed. Request
for bids are out right now. Commissioner Rasmussen received
inquires on impact of the boat launch. He stated that Little
Muskego Lake and Lake Denoon are to be topics of discussion at
the April 7, 1997 Public Services Committee meeting and he has
requested Mark Paulat include the Big Muskego Lake on the agenda
for discussion.
Mr. Pilak stated that Jim Jackley informed him that we are 8/10
of a foot below the normal level. Right now the water clarity
has improved. Riprap and shoreline work is being done in the
Bass Bay area.
Regarding the status of the islands, Mr. Pilak stated that
several people, including Mr. Slocomb and Mr. Paulat, were out
last week putting down seed on parts of the island and placing a
fibrous mat around the shoreline's edge to prevent erosion. One
island is complete. Work is slow due to ice and other
conditions.
Regarding the permanent carp barrier, Mr. Pilak stated he has
been informed that the roof is on the shed. Phone lines are in
for emergency breakdown situation. A new power line is in.
Telephone poles that brought power to the pumps will be removed.

It has been in operation since the middle of December; there are
just a few loose ends to tidy up.
Mr. Pilak stated that he has had contact with Mr. Steffes, the
contractor for the Wind Lake project. The contractor believes
he should be completely finished in two to three weeks. We
should be able to let water out from spring rains without
hurting their project. They are trying to get their project
done.
Mr. Pilak presented information on the osprey nesting platforms.
He stated that Mark Paulat has begun a riprap project on the
tributary that enters Bass Bay. The tributaries on Groveway
Lane and Sandy Beach are also being investigated for future
projects. (Commissioner Rasmussen left the meeting at 7:34
P.M.) Commissioner Sanders asked how many nesting platforms
there were. Mr. Pilak responded six. Mr. Sanders responded
that he was pleased this project was able to be completed this
year.
New Business
Mayor De Angelis stated that the individuals involved in the
'— Holz Drive Dredging Project should contact the Deputy
Commissioners regarding discussing the project and creating a
special assessment district. Mr. Pilak stated they did meet
with the Deputy Commissioners at their last meeting. The
project would be a help to the lake and the Deputy Commissioners
are willing to help facilitate it. Mayor stated the district
has the ability to create an assessment district. He stated the
Deputy Commissioners need to work with the Clerk -Treasurer and
residents. Mr. Pilak stated a special Deputy Commissioner
meeting will be held to discuss this issue.
Old Business
Further discussion regarding status of boat launch took place.
Mr. Pilak stated the fire department has requested the location
of two hydrants (depicted on the attached sketch). Commissioner
D'Acquisto requested that adequate documentation of what
transpires needs to be made to prevent future problems. Mayor
stated that as this is a City Park, the issue should go to the
Parks & Recreation Board, and then to the Finance Committee, and
finally Common Council. The Mayor advised that a plan be put
together for submittal and presentation at the various board and
committees as discussed.

response to letter Mayor wrote requesting EPA Grant funds for
further rehabilitation of BML. The letters received indicated
positive support for the funding.
Mayor requested that the Commissioners review the district's
by-laws as per memo from Jean Marenda. Proposed revisions will
be reviewed at the next quarterly meeting. Final approval would
be at the Annual meeting held in August. Commissioner Sanders
asked about input from the Deputy Commissioners. Commissioner
D'Acquisto requested additional research regarding Article I,
Section 2 - Nonresidential Property Owners.
Voucher Approval
The Clerk -Treasurer reported payment of prior vouchers in the
amount of $22,114.49.
The Clerk -Treasurer requested approval for the following

Commissioner D'Acquisto moved to approve payment of vouchers
totalling $9,968.25. Commissioner Sanders seconded. Carried
5-0.
Commissioner Sanders moved to adjourn at 7:51 P.M. Commissioner
D'Acquisto seconded; motion carried.
