BOARD OF COMMISSIONERS
MINUTES OF SPECIAL MEETING HELD THURSDAY, FEBRUARY 13, 1997
The meeting was called to order at 7:10 P.M. by Mayor De
Angelis. Also present were Commissioners Patterson, Pionek,
Rasmussen, Salentine and Suhr and Clerk -Treasurer Marenda, and
Deputy Commissioners Pilak, Slocomb and Schweitzer.
Mayor reported the meeting was noticed in accordance with the
Open Meeting Law on 2/12/97.
Grant Administrator Mark Paulat explained the Deputy
Commissioners' request for approval to remove excess material
relating to the construction of Nesting Island #1. He
presented the approval from the DNR dated 10/22/96; a draft
Permit Agreement with Richard Bennett for use of his property
for access and disposal of dredge material; and, a draft Island
Project Trucking Contract with J.M.S. Trucking for the
transport, loading and leveling of material.
Mr. Paulat reported there was no cost associatedwith the
Bennett site, and estimated cost of $2,200 for the Trucking
Contract.
Clerk-Treas. Marenda stated although the District did not
specifically budget for this expense in 1997, there were funds
available in their Contingency account. However, she added
that the 1996 City Budget included $5,700 in the Capital Budget
for Priority Lakes, specifically the island project, but that
said funds have not been carried over to 1997. A resolution
would have to be adopted in February to authorize the
carry-over if that is the desire of the Council. The Mayor
noted that the District could pay the expenses, authorize the
work and request the City to reimburse the District.
Commissioner Rasmussen moved to authorize the expenditure of
Lake District funds for this project and request the City to
authorize reimbursement to the District. Commissioner Suhr
seconded, motion carried.
Deputy Commissioner Pilak noted three (3) islands will be built
by Ducks Unlimited. This project is related to the first
island. Due to the rains in the fall, the stopping of the
pumping, and the fact that we're now late in the season, Ducks
Unlimited has decided only the three (3) islands will be built.
The draft Island Project Trucking Contract was reviewed.
Materials dredged from holes dug around first island used as a
barrier to keep out the water can't be utilized in the
construction of the islands and need to be removed from the
lake bed or they will fill in areas involved in private
shoreline dredging projects. Commissioner Salentine moved to
amend the draft contract eliminating reference to restoring the
site in No. 2 and final grading seeding in No. 5, and authorize
the Mayor to sign the contract after making any technical

�- changes required after review by Atty. Schober. Commissioner
Rasmussen seconded, motion carried.
The draft Permit Agreement for access and disposal of dredge
material on the Bennett property was reviewed. Commissioner
Rasmussen moved for approval of the draft agreement with
changes to No. 4 and No. 7 to change reference to Exhibit 3 to
Exhibit 2; and, delete "substantially free of large rock
(greater than 6 inches in size) and substantially free of
brush, cans, large brush and metal" and replace with "emanating
from Island #1"; and, to delete "and seeding installation" from
No. 4; and authorize the Mayor to sign the agreement after
making any technical changes required after review by Atty.
Schober. Commissioner Rasmussen seconded, motion carried.
The Commissioners requested the Finance Committee review the
carry-over and reimbursement to the District at their meeting
next week.
Commissioner Salentine moved to adjourn at 7:35 P.M.
Commissioner Rasmussen seconded, motion carried.
