BMLCommM19970128BIG MUSKEGO LAKE/BASS BAY PROTECTION & REHABILITATION DISTRICT BOARD OF COMMISSIONERS MINUTES OF QUARTERLY MEETING HELD TUESDAY, JANUARY 28, 1997 The meeting was called to order at 7:21 P.M. by Mayor De Angelis. Also present were Commissioners D'Acquisto, Patterson, Pionek, Rasmussen (arrived at 7:24), Salentine, Sanders, and Suhr, Clerk -Treasurer Marenda, City Attorney Molter, Deputy Clerk Blenski, Deputy Commissioners Pilak and Slocomb (arrived at 7:25), and Mark Paulat. Clerk -Treasurer reported that the meeting was noticed in accordance with the Open Meeting Law. Commissioner D'Acquisto moved for approval of minutes of the 10/22/96 Quarterly Meeting and 11/12/96 Special Meeting. Seconded by Commissioner Salentine; motion carried. Old Business Regarding status of boat launch, Mark Paulat stated that the dredging project has not been started. A meeting is scheduled between the City and the contractor to discuss change in the contract regarding the disposal site and the material to be disposed. Mr. Pilak stated Jim Jackley of the DNR reported that the lake is still 2.7 feet below normal stage. The dam project is nearly completed and the islands are going along as scheduled. Equipment is being moved today to begin the third island. The second island is nearly 80% complete. Problems have been experienced with the first island due to the amount of water at that site. Commissioner Salentine asked how long does it take to do one island. Mr. Pilak responded that it depends on the area and the consistency of the subsoils. They have been working on the first island for two months and it is still not complete. It has been about two weeks since the second island was started and it is nearly completed. The final number of islands will depend on what can be accomplished within the time frame they have. Mr. Pilak stated that the Carp Barrier is about 90% completed. The concrete structure is completed. The electrified barrier all the way around has been completed and has been in operation for a month and a half. Jim Jackley stated that the shed that will house the equipment has been erected. All the loose ends are being wrapped up. Regarding the Wind Lake Canal Project, Mr. Pilak stated the project has come to a halt. There is a conflict between the contractor and the Wind Lake Management District. Mayor De Angelis stated that contact has been made with the district's Board of Commissioners BML/Bass Bay Protection & Rehabilitation District 1/28/97 Page 2 attorney and an attempt is being made to settle the issue without going to court. New Business Mr. Paulat explained the proposed revision to the USGS Agreement to reflect a change in the City's amount from $22,500 to $52,500. The money will be paid from the Nonpoint Source Grant and the change is being requested so that the Agreement will contain the total funding received from the Nonpoint Source Grant. For the additional funds, Mr. Paulat stated that additional samplings at other sites will be taken and the department will make a presentation of their data. Commissioner Sanders moved to amend the Agreement to include the increase in the amount and the additional samplings. Commissioner Rasmussen seconded, carried. Commissioner Sanders moved to approve the Cost Sharing Agreement for Planning Assistance between the U.S. Army Corps of Engineers and the lake district. Mr. Paulat stated that the lake district's portion of the money for the Agreement will be paid for by the Lake Planning Grant. Commissioner Suhr seconded, carried. Commissioner D'Acquisto moved to approve Resolution BML-1-97 entitled "Authorize Planning Grant Application." Commissioner Salentine seconded, carried. Under discussion of future lake district projects, Mr. Pilak stated he was contacted by the Schlitz Audubon Center regarding the release of ospreys on Big Muskego Lake. The surroundings of the lake would be ideal. They are looking for a location and assistance from the district for the project. He said the district's participation could be in the form of volunteer time and materials. The DNR wanted to do something to this effect in the past and may be willing to participate with other parties involved in the project. He is looking for direction from the Commissioners. Commissioner D'Acquisto stated he does not have a problem with people volunteering their time and effort. We have more than enough projects that are ongoing to monitor and involving ourselves in one more may detract from what we are already involved in. Commissioner Sanders believes it is a worthwhile project; it goes well with what we are already doing. It would be great if it could be accomplished with volunteer efforts. Otherwise funding sources need to be found or possibly a fund drive. Mr. Pilak stated that he will take the issue to the Deputy Commissioners meeting next week. Mayor De Angelis stated we cannot lose focus on the projects we already have and spread ourselves too thin. Commissioner Rasmussen suggested that an article be placed in the newsletter. Commissioner Sanders moved to adjourn at 7:46 P.M. Commissioner Pionek seconded; motion carried.
