BMLCommM19910122BIG MUSKEGO LAKE/BASS BAY PROTECTION & REHABILITATION DISTRICT BOARD OF COMMISSIONERS MINUTES OF MEETING HELD JANUARY 22, 1991 The meeting was called to order at 7:45 P.M. by Mayor Salentine. Also present were Commissioners Dumke, Patterson, D. Sanders, H. Sanders, Simmons and Taube, City Clerk Marenda, and Deputy Commissioners Sorenson, Flancher and Pilak. D. Sanders moved for approval of minutes of meeting held October 23, 1990. Taube seconded, carried. Mayor Salentine presented an update on the status of Emerald Park and the Facilities Plan. Kathy Aron of the Wind Lake District reported on the status of the Wind Lake Management Report as it relates to the drawdown and dredging request for Big Muskego Lake. She advised that the request won't be considered until a meeting has been held with SEWRPC, who has drawn up the management report. This meeting would take about one and one-half hours and would inform the Commissioners on the details of the report and how it pertains to the Big Muskego Lake District. The Wind Lake District is looking at applying for $250,000.00 of federal funds for working on both Big Muskego Lake and Wind Lake. A tentative date of Monday, March 4, 1991, at 7:00 P.M., at Muskego City Hall, was set for the meeting. Mayor's office will contact Nancy Zolitas at SEWRPC, to confirm. Mayor Salentine reported that authorization is necessary to sign the Wisconsin Lake Management Planning Grant Award which is for $9,937.50. He noted that he talked to Jeff Bode at the DNR regarding lake access who advised that if the grant is under $10,000.00 over a four year period, the DNR does not require an access, but does require an access assessment. The DNR would like to meet with the City and the District to schedule an assessment for Big Muskego Lake. Deputy Commissioner Pilak reported that the representative that he spoke with at the DNR stated that the public access does not have to be a boat launch, but could be a walk-in site. Commissioner Taube moved to authorize the Mayor to sign the grant award. Simmons seconded, carried. Commissioner Taube moved to authorize the Mayor to sign the Department of Interior Geological Survey Joint Funding Agreement for water sources investigation for the period of October 1, 1990 to September 30, 1991, with a total cost to the District, after cost sharing and grant payments, of $725.00. Commissioner D. Sanders seconded, motion carried. Deputy Commissioner Pilak questioned the effect of the monitoring of the sewer flow. Mayor Salentine explained the agreement entered into by the City with MMSD. Commissioner D. Sanders seconded, carried. Deputy Commissioner Pilak expressed some concern regarding the Big Muskego Lake budget and collection of assessments as to their cash flow situation.
