PLEDGE OF ALLEGIANCE
The meeting was called to order at 6:OOPM, followed by the Pledge of Allegiance.
ROLL CALL
Present were Aldermen Tracy Snead, Neil Borgman and Kert Harenda, Philip Kiedrowski
and James Mayer. Also present were Police Chief Paul Geiszler, T.C.F.D. Chief
Wojnowski.

The meeting was properly posted publicly for viewing on Monday, October 31, 2011.
Public Appearance
APPROVAL OF MINUTES
Alderman Borgman made a motion to approve the October 5, 2011 minutes. Phil
Kiedrowski seconded and the motion carried unanimously.
Updates from Police Department
Chief Geiszler reported nothing significant to report.
Updates from Fire Department
Fire Chief Wojnowski reported there have been several accidents within the last few weeks.
He also presented the committee with a sample of the new upgraded EMS report from the
Zoll computer system.
OLD BUSINESS
1. Chapter 9.05 Loud/Unnecessary Noise and 9.19 Prohibited Operation of Off Road
Vehicles. Phil Kiedrowski handed out a proposed language change to the
ordinance, which stated the following: No person shall operate a motor or power -driven vehicle,
including but not limited to, motorcycles, minibikes, go-carts, all terrain vehicles or other power driven vehicles off
public streets or highways where the operation of the vehicle causes substantial interference to neighboring
property owners of the use and enjoyment of their premises. For the purpose of this section, "substantial
interference" means interference which is more than a slight inconvenience or petty annoyance. For the purpose
of determining whether the interference is substantial, the frequency of the activity, the failure of the operator to
reasonably accommodate the objections of neighbors once those have been communicated to the operator, and
whether ordinary persons living in the City of Muskego would regard the interference as offensive, annoying or
intolerable as determined based on the general standards of an ordinary person in the community and not based
on the standards of persons who are more sensitive than ordinary persons to such activity shall be considered.
Alderman Borgman questioned Chief Geiszler if this additional language would
give the police department enough to enforce the problem in the subdivision
where the property owners were having problems with ATVs being operated
constantly. Chief Geiszler agreed that the wording would help, however, if the
police officers do not see the violation and do not have a complainant, it is hard to
enforce any violations. Alderman Harenda questioned the last 5-6 sentences.
Alderman Borgman proposed that the committee put the changes through to the
Common Council and try it for a few years to see if it would help alleviate the
problem. All members agreed, with the exception of Alderman Harenda who
would like to review the wording in the approximate last five sentences.
2. Waterbugs Ramp Findings from Park and Recreation Department. Two
memorandums and some photos were handed out and discussed. At this time it
had been determined that what the Park and Recreation Board had requested
would not be possible based on a memo from Tom Zagar, who recommended an
alternative location be utilized instead of Holz Island due to Holz Island being a
Primary Environmental Corridor. Alderman Harenda advised he would like to talk
to Tom Zagar regarding this and bring the matter back next month for discussion.
Howard Schneider, a resident on the lake, voiced his opinion as well and stated
he did not think Holz Island was a good location for the ramp relocation. Alderman
Harenda made the motion to bring the matter back next month. Alderman
Borgman seconded, and the motion carried unanimously.
NEW BUSINESS
1. Cellular 911 Transfer Calls. Chief Geiszler explained to the committee that the
police department is trying to become a Phase 2 PSAP, which would allow the
department to take all cellular 911 calls that were generated in the City of
Muskego. IT Director John Wisniewski was also present at the meeting to help
explain what the City has done thus far to obtain this ability. Chief Geiszler
advised that from the period of January to June of 2011, WCC transferred 490
calls to Muskego Police Department. Further review of the calls that were
transferred in June of 2011 showed an average delay of 72.6 seconds occurred.
Chief Geiszler explained that WCC has told the cell phone providers not to allow
the City of Muskego access to the cell towers, thus prohibiting the city from taking
the calls directly. T-Mobile is the only cellular phone company that did not have a
policy for releasing their towers and the City of Muskego is currently taking those
calls directly. A formal complaint has been filed with the Federal Communications
Commission (FCC) for the cellular phone towers to be released. Chief Geiszler
requested that the Public Safety Committee and the Common Council invite WCC
Director Richard Tuma and County Executive Dan Vrakas to the next Public
Safety Committee meeting to answer why they will not cooperate and release the
cell phone towers. Chief Geiszler questioned why the citizens of Muskego are

being denied the services of the Muskego Police Department. Chief Geiszler
explained that right now WCC has one 911 line for every 64,167 residents in
Waukesha County. He advised that if the City of Muskego was given cell phone
towers, they could provide one 911 line for every 12,067 residents of the city. The
committee agreed to invite Mr. Tuma and Mr. Vrakas to the next meeting, as well
as the two County Supervisors who cover the City of Muskego.
A letter will also be drafted by John Wisniewski, with the help of Alderman Snead,
to be sent to the FCC encouraging them to expedite their findings of the complaint
that was filed, so the City of Muskego can move on with providing a higher level of
service to our citizens.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED

1. Next Meeting — December 7, 2011 at 6:OOPM.
2. Miscellaneous Business — Alderman Borgman advised there would be a resident at
the next meeting requesting to speak to the committee regarding snowmobile trail
access for Racine Avenue.
ADJOURNMENT
Alderman Borgman made a motion to adjourn and Phil Kiedrowski seconded. Motion
carried unanimously and the meeting was adjourned at 7:30PM.
