pscm20110706CITY OF MUSKEGO Public Safety Committee UTY OF Minutes 4'..-MUSKEGO Approved LOCATION: Muskego City Hall W182 S8200 Racine Avenue CALL TO ORDER & ADJOURNMENT DATE: Wednesday, July 6, 2011 TIME: 6:OOPM PLEDGE OF ALLEGIANCE Pledge of allegiance followed the meeting's call to order at 6:OOPM. ROLL CALL Present were Aldermen Tracy Snead, Neil Borgman and Kert Harenda, Philip Kiedrowski, and James Mayer. Also present were Captain John La Tour and T.C.F.D. Chief Wojnowski. STATEMENT OF PUBLIC NOTICE Meeting properly posted publicly for viewing on Tuesday, July 5, 2011. APPROVAL OF MINUTES Alderman Borgman made a motion to approve the June 8, 2011 minutes. Jim Mayer seconded and motion carried unanimously. NEW BUSINESS 1. End of Road Sign on Byron - Captain LaTour questioned what end of the street they were looking at putting the sign. A decision was made for Captain LaTour to contact Building Director, Jeff Muenkel, for clarification and bring the motion back next month for discussion. 2. Stop Sign Somerset (westbound) — Captain LaTour was going to investigate at what intersection the sign should be placed and will report back next month. 3. Burning Ordinance — Alderman Borgman spoke on behalf of Dan Mueller, Topaz Drive resident, who was also present at the meeting. Mr. Mueller requested the committee review the burning ordinance to determine if there could be a difference between a "fire pit" burn and a "recreational stove" burn and possibly limiting the number of days in a week that a person can burn. The committee decided that they would need to investigate the language of our current Burning Ordinance and how making changes or specifications would impact the entire community. The question was also brought up if Mr. Mueller's neighbor continues to burn to spite him or if he is doing it for recreation. Aldermen Harenda, Borgman and Snead advised they would be contacting outside "comparable" municipalities to see what their burning ordinances consisted of. Mr. Mueller was advised that if he continues to have problems with his neighbor burning and it is bothersome that he needed to contact the police department and a log would be kept. 4. Yield Sign Seafarer Pass/Bridgeport Way — Alderman Harenda was not able to clarify where exactly the sign was requested to be placed. Captain LaTour reported that by State Statute people must yield when coming out of a cul de sac, so he is unsure where or even if the sign is necessary. Alderman Harenda was going to verify and speak to Captain LaTour prior to the next meeting. COMMUNICATIONS AND MICELLANEOUS BUSINESS AS AUTHORIZED BY LAW 1. Report from Muskego Police Department — Captain LaTour had nothing to report. Due to the fact that the Fireworks Permits were in effect until July 7, 2011, he would not have any numbers to give to the committee until after that date. Captain LaTour advised he would email the Alderman with his results and if need be report back next month with further details. 2. Report from T.C.F.D. — Chief Wojnowski reported the hardware is in the ambulances for the computers and they are waiting for an upgrade from Phoenix. Chief Wojnowski and Alderman Snead both reported that they had a meeting with each other the Mayor and Jeff Verburgt reference communication between the city and the fire department reference the Dissolution Agreement and that it will be brought back to the Committee of the Whole on July 12, 2011. 3. Review/handout T.C.F.D. contract - Alderman Snead handed out the T.C.F.D. Fire /Ambulance Agreements to the committee to look over so they can be discussed at the next meeting. James Mayer also handed out a draft of items the committee wished to be added to the agreements last year, however, could not due to the 60 day requirement being past. 4. New meeting format — Alderman Snead handed out a new meeting format that she had received from the Mayor in reference to public interaction at meetings. 5. Lake Tour reminder — Alderman Snead reminded everyone of the Little Muskego Lake tour that was scheduled for Thursday, July 7, 2011. Alderman Borgman and James Mayer both noted they would be attending. Alderman Snead felt this would be a great opportunity for the committee to look at any issues regarding the lake/waterski ramp. 6. Miscellaneous business — Captain LaTour and Alderman Harenda had questions for each other reference the Quietwood Subdivision and would handle between themselves. ADJOURNMENT - Alderman Borgman made a motion to adjourn and Alderman Harenda seconded. Motion carried unanimously and the meeting was adjourned at 6:59PM. The next meeting is scheduled for Wednesday, August 3, 2011 at 6:OOPM at Muskego City Hall in the Alderman's Room.
