pscm20130411CITY OF MUSKEGO Public Safety Committee Minutes Approved LOCATION: Muskego City Hall W182 S8200 Racine Avenue CALL TO ORDER DATE: Thursday, April 11, 2013 II�I�I�:�III]�1 PLEDGE OF ALLEGIANCE The meeting was called to order at 6:01 PM, followed by the Pledge of Allegiance. ROLL CALL Present were Aldermen Kert Harenda, Robert Glazier, Neome Schaumberg, Citizen Representatives Jim Mayer and Phil Kiedrowski. Also present were Police Chief Craig Moser, Fire Chief Carl Wojnowski and Alderman Robert Wolfe. STATEMENT OF PUBLIC NOTICE The meeting was properly posted publicly for viewing on Friday, 04/05/13. Public Appearance None APPROVAL OF MINUTES Alderman Glazier made a motion to approve the March 14, 2013 minutes. Jim Mayer seconded and the motion carried unanimously. Updates from Police Department Chief Moser reported that the department performed an underage drinking compliance check on 03/27/13, 13 businesses in the city. Two businesses were cited. On 03/28/13, a drug detection dog was sent to Muskego High School, Lake Denoon Middle School and Baylane Middle School for a routine search. Three students at Muskego High School were cited for drug violations. Effective 04/01/13, Chad Dornbach resigned from the Muskego Police Department, therefore they department is in the process of hiring another officer. Updates from Fire Department The department received its new ambulance today, it will take 4-6 weeks before it is ready for service. The quarterly reports that were requested by the committee were emailed today. Jim Mayer questioned if the financial portion of the quarterly report will be submitted in the future, and information on the EMS billing. Chief Wojnowski was not aware of what was in the reports, as he did not see the email. OLD BUSINESS NEW BUSINESS Parking Signs - Bluhm Park/Freedom Avenue - Alderman Wolfe - Alderman Wolfe appeared on behalf of a homeowner at W 140 S7648 Freedom Avenue. The homeowner's property abuts Bluhm Drive (Bluhm Park). There are no "no parking" signs along this part of Bluhm Drive, which allow people to park on the property owner's property. Phil Kiedrowski asked if the parking lot that is in the park is large enough to hold all the vehicles that would attend an event at the park. Alderman Wolfe advised that when he observed vehicles parking on the property there were several open spots in the lot. The committee recommended "No Parking" signs be erected along the property on Bluhm Drive. Alderman Harenda advised he would talk to the park's director and let him decide how far down the signs would go. Alderman Schaumberg made a motion to forward this recommendation to common council. Alderman Glazier seconded and the motion carried unanimously. 2. Waterway Marker - Resident Jeffery Koeberl appeared before the committee to advise that he has purchased the property known as "Pete's Island". Mr. Koeberl has done some work to preserve the shoreline. He also advised that there is an old shoreline that extends approximately100 feet from the south end of the island. When the water level is normal the rocks are just below the surface, which could cause a hazard. Mr. Koeberl, with his own money, purchased a waterway marker. Mr. Koeberl has applied for permission from the DNR to deploy the marker, however, the community government needs to approve the marker. Mr. Koeberl advised that he will deploy the marker when the police department puts in their buoys in the spring, and he will remove the marker when the police department removes their buoys in fall. Alderman Glazier made a motion to allow Mr. Koeberl to deploy the marker and remove it at the times stated above. Phil Kiedrowski seconded the motion and it carried unanimously. The item will be forwarded to common council for final approval. 3. Speed Issues - Kristin Drive - Alderman Glazier - Alderman Glazier advised that he has been receiving several complaints from citizens reference vehicles cutting through the subdivision due to the construction on Janesville Road. Alderman Glazier asked Chief Moser if speed bumps would be a possible solution. Chief Moser advised that there are some concerns as to where they would be placed and people complain of the noise when cars are going over them. Chief Moser recommended and advised that a speed sign will be deployed on Kristin Drive to monitor traffic and compile information on number of vehicles/speed and hours. Alderman Glazier agreed that the speed sign would be an acceptable first step. 2 4. Waterbugs Agreement — Mark Moriarty, President of the Waterbugs Ski Team, appeared before the committee. Alderman Harenda advised the committee that the purpose of looking at the agreement was to approve it and forward the committee's recommendation to common council. According to Moriarity, the team has had a verbal agreement with the landowner (adjacent to the jump) for several years reference the placement of the ski jump. However, the owner of the property has changed. The owner's name is currently in the agreement, along with the tax ID number of the property. Alderman Harenda advised that he received a request from the property owner to not have his name in the agreement. There was minor discussion. Phil Kiedrowski made a motion for the agreement to be approved with the removal of the private property owner's name and tax ID number. Alderman Glazier seconded and the motion carried unanimously. The information will be forwarded to council. 5. Stop Sign Somerset/Hawthorne — Approximately two months ago it was discovered that back in June of 2011, there was a request from the area alderman to have the stop sign for westbound Somerset Drive be removed at the T- intersection with Hawthorne Drive. The committee did not have any problems with removing the sign, as it was somewhat confusing as to why there was no stop sign for eastbound traffic on Somerset Drive. After the approval and the sign was taken down, the alderman and police department had received several complaints from area residents who thought the sign was stolen. Jerome Burish appeared before the committee on behalf of the area residents. (Several residents were also in attendance.) Mr. Burish went on to explain that the purpose for the stop sign to only be placed for westbound traffic is due to the city border from Franklin. He advised that when vehicles are entering from Franklin, they have a wooded area that does not allow them to observe traffic on Hawthorne Drive. He advised that there are also two bushes on either side of the driveway at a residence just east of the intersection that hinder drivers' views. Mr. Burish advised that when the stop sign was there, if vehicles southbound on Hawthorne Drive needed to edge out to see traffic, there was no concern of accident due to the stop sign for westbound Somerset Drive being in place. However, now that the stop sign is gone, residents have observed almost two accidents take place in the last week. Alderman Robert Wolfe spoke on behalf of his constituents and advised that the sign had been in place for almost 30 years and there was no issue. He did advise that he understands the committee cannot set a precedent by putting up stop signs at T-intersections all over the city. Alderman Wolfe requested that the sign be put back, and if need be a third stop sign be erected (eastbound Somerset Drive) for consistency. After moderate discussion the committee agreed they do not want to be setting any precedents for the T-intersections in the city. Alderman Schaumberg made a motion to put the stop sign back, and forward the item to common council with no recommendation on the 3rd sign. Phil Kiedrowski seconded the motion and there was discussion. The citizens advised the purpose of the sign was not for speed control as question by Alderman Glazier, but for safety purposes at the intersection due to the issues with visibility. Another resident added that the intersection is the main entry for the subdivision for residents to get to and from Janesville Road. After some further discussion, Jim Mayer made a motion to amend Alderman Schaumberg's motion to add the 3rd stop sign for eastbound Somerset Drive. Glazier seconded. All were in favor with the exception of 3 Alderman Schaumberg. Alderman Harenda asked if all were in favor of the amended motion, all were in favor with the exception of Alderman Schaumberg who was against it. Alderman Harenda advised the amended motion would be forwarded to council. COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW 1. Next Meeting — The next meeting will be Thursday, 05/09/13, at 6:OOPM. 2. Miscellaneous Business — Alderman Harenda advised his term as alderman has ended and he thanked the committee for their service. Jim Mayer also advised the committee that the Mayor has decided not to re -appoint him to the Public Safety Committee, he also thanked everyone for their service. ADJOURNMENT Alderman Glazier made a motion to adjourn and Alderman Schaumberg seconded. Motion carried unanimously and the meeting was adjourned at 7:10 PM. rd
