MINUTES OF MEETING HELD THURSDAY, JULY 14, 1994
The meeting was called to order at 7:05 P.M. by Chairman Misko.
Also present were Committee Members Woodard and Sanders, Mayor De
Angelis, Building Inspection Director Chuck Dykstra, Ald. Taube
and Ald. D'Acquisto.
Chuck Dykstra reviewed with the Committee the attached report on
the status of condemnations.
Ms. Jean Crotty and Ms. Helen Smith appeared before the Committee
to discuss the status of the property addressed W216 S10601
Crowbar Drive. Ms. Crotty stated she was appearing to give
reasons as to why Helen Smith should stay in her home. Chuck
Dykstra explained the background of the noncompliance and, due to
a failure to obtain compliance by the required dates, a lack of
any significant progress at this site, and an obvious inability to
obtain funds necessary to make the required repairs, he finds this
dwelling unfit for human habitation; therefore, pursuant to
Section 19.11 of the Municipal Code, no occupancy is to be
permitted until such time as all violations listed in the January
5, 1994, letter have been corrected. Ald. Woodard moved to accept
the Building Inspection Director's recommendation to have the
property addressed W216 S10601 Crowbar Drive considered as not
presently fit for habitation and she felt strongly that this
action is in the best interest of the occupant. Seconded by Ald.
Sanders, motion carried.
Chuck Dykstra discussed with the Committee suggested amendments to
various sections of the Municipal Code to protect the City from
habitual violators. Ald. Woodard moved to recommend the following
language to be added to Chapter 15 (Electrical Code), Chapter 16
(Plumbing Code), Chapter 19 (Soil Erosion), and Chapter 30
(Building) for the FEES section to state the following:
NO PERMITS TO VIOLATORS: Applicants having outstanding
orders, notices, or unpaid fees, relative to this Chapter
or other Chapters enforced by the City, shall not be issued
any additional permits, prior to such orders, notices, or
fees being corrected and/or paid to the Inspection
Department's satisfaction.
(a) Exception: The inspector or other authorized
individual may issue permits to applicants with outstanding
orders, notices, or unpaid fees, when the permit is required
to comply with an outstanding order or notice.

• The Committee deferred discussion on parking on CTH L, West of
Westwood Drive until the August meeting at the request of the
property owner.
The Committee reviewed of memorandum from Chief Johnson dated June
23, 1994, regarding parking on Bay Lane during M.A.A. baseball
games held each week night. It is the Police Department's opinion
that the road and shoulder is of sufficient width to safely park
vehicles on each side with a 2-way traffic. The placing of "No
Parking" signs on the west side of Bay Lane would provide a safer
environment for pedestrians, especially youngsters crossing the
street between cars. The "No Parking" zone would eliminate
pedestrians crossing the road and would increase visibility,
making the road safer. The Police Department is recommending that
a "No Parking" zone be established on the west side of Bay Lane
between Hilltop and Bridgeport Way. Ald. Sanders moved to
recommend establishing a traffic regulation of a "No Parking" zone
on the west side of Bay Lane between Hilltop and Bridgeport Way.
Seconded by Ald. Woodard, motion carried.
The Committee acknowledged correspondence from Waukesha County
Dept. of Transportation indicating that they see no reason to
reduce the 35 MPH speed zone on CTH L extending westerly to just
east of Highland Park Drive, but they do feel that the 35 MPH zone
should be extended westerly to just west of Highland Park Drive.
The 55 MPH limit between Highland Park Drive and the entrance to
Muskego Park will remain as it is found to be in good compliance.
Ald. D'Acquisto appeared before the Committee to request
"Caution -Children Present" signs on Ancient Oaks, entrance to Lake
Forest Subdivision. Ald. Woodard moved to request Supt. Loughney
to install "Caution -Children Present" signs at Prospect Drive,
south of Sunnyhill and at Ancient Oaks, north of Janesville Road.
Seconded by Ald. Sanders, motion carried.
The Committee reviewed request for "No Thru" sign for Hidden Creek
Court. Ald. Sanders moved to request Supt. Loughney to install a
"No Thru" sign at the entrance to Hidden Creek Court. Seconded by
Ald. Woodard, motion carried.
Aid. Taube appeared before the Committee to request a
"Caution -Children Present" sign on Lions Park Drive. Ald. Woodard
moved to request Supt. Loughney to install a "Caution -Children
Present" at entrance to Lions Park Drive, south of CTH L and also
at the end of the apartment complex on Lions Park Drive for
traffic heading north to CTH L. Seconded by Ald. Misko, motion
carried.

The Committee discussed traffic concern expressed by constituents
in Ald. Woodard's district. No action was taken.
