MINUTES OF MEETING HELD THURSDAY, APRIL 11, 1996
• The meeting was called to order at 6:35 P.M. by Chairman Misko.
Also present were Committee Members Rasmussen and Salentine,
Building Inspection Director Chuck Dykstra, Sgt. Paul Manske, and
those on the attached sheet.
The committee noted that the meeting was posted on 4/5/96 in
accordance with the Open Meeting Law.
Building Inspection Director Dykstra reviewed with the Committee
his monthly report on condemnations and citations, attached.
Building Inspection Director Dykstra presented three (3) new forms
to the Committee for special limited use. A Special Limited Use
Electrical Permit Application for installation of electric service
upgrades, a/c units, furnaces, and water heaters; a Special
Limited Use Plumbing Permit Application for installation of
garbage disposals, lawn faucets, water conditions, and water
heater; and a Special Limited Use HAV Permit Application for
installation of air conditions, air handlers and furnaces. The
new forms will help with inspections and will be a tool in
educating homeowners as to what permits need to be obtained. The
committee requested that the next quarterly newsletter include an
article from the Building Inspection Department listing permits
that are needed for work done in homes.
• The committee further discussed request for creation of a "Slow No
Wake" on area south of Idle Isle and reviewed memorandum from
Chief Johnson advising that there is a need to come up with
$250.00 for the three new requested buoys and also to advise that
the resolution for the placement of the buoys needs a provision to
enable the Waterbugs to do their show. Chief Johnson noted that a
map and legal description must be submitted to the DNR for
approval. Ald. Rasmussen moved to recommend Parks & Recreation
Board to pay for these four (4) new buoys to be placed ten feet
behind (to the west) the two islands and to recommend that the
Parks & Recreation Board address the requested variance to the
Slow No Wake for the Water Bugs. The four buoys should be equally
spaced for visibility. Seconded by Ald. Salentine, motion carried
3-0.
The committee discussed a request for stop signs at Seafarer Pass
& Bridgeport Way that was referred from Ald. Suhr and reviewed a
memorandum from Chief Johnson, dated April 9, 1996, advising that
the intersection is wide open enabling excellent visibility.
Chief Johnson recommended that the city place 25 mph signs on
Bridgeport Way eastbound, just east of Bay Lane, and on Seafarer
Pass northbound, just north of Woods Road. Chief also advised
that he will order additional radar patrol on that street. Ald.
Salentine moved to recommend approval of installation of the 25
mph signs in locations recommended by Chief Johnson. Seconded by
• Ald. Rasmussen, motion carried 3-0.
The committee reviewed memorandum from Chief Johnson, dated April
3, 1996, regarding concerns with lack of lighting at commercial
site/Janesville Road & Racine Avenue. Chief indicated that he has
received several complaints as well as his own observations, and

• feels that it is difficult to see the dark entrance drive when
looking over four lanes of black asphalt. Chief recommends that
the Plan Director, in the future, require lighting for commercial
entrances of businesses that will have more than 100 customers
using the business during dark hours of the day, and also
recommends that the committee ask the owners of the Sentry Store
Development and Culvers to place a street light pole of their
choice at the entrance(s) of their parking lots. If they are not
willing to do this, the city should place the normal wooden pole
at each entrance as a matter of public safety. Ald. Rasmussen
moved to direct Plan Director Sadowski to send a letter to MSI
General and to Culvers to request that they put or help the City
place two light poles at Sentry and one at Culvers, as this safety
issue needs to be addressed. Seconded by Ald. Salentine, motion
carried 3-0.
Ald. Salentine discussed "No Parking" signs on east and west side
of Pioneer Drive (south of CTH L). The Committee reviewed Chief
Johnson's memorandum of April 11, 1996, outlining the existing
signs and giving a recommendation. Ald. Salentine moved to change
two signs from stop sign on corner of Pioneer Drive (south side at
intersection of Pioneer Drive & CTH L) to Gerth Heating (W179
S7672 Pioneer Drive) to read "No Parking Here To Corner", to move
the southern most sign to south side of three mail boxes in front
of property (S179 S7696 Pioneer Drive) and to change to read "No
• Parking Between Signs from 8:00 A.M. to 4:00 P.M., with arrows
pointing towards each other. Seconded by Ald. Rasmussen, motion
carried. A sketch provided by Chief Johnson will be forwarded to
Supt. Loughney for his clarification. Seconded by Ald. Rasmussen,
motion carried 3-0.
Ald. Rasmussen stated that he has four families against the Police
Department firing range proposed for the Emerald Park site and
requests that Chief Johnson advise him of date of testing.
Ald. Misko moved to adjourn at 7:45 P.M. Seconded by Ald.
Rasmussen, motion carried 3-0.
