PSM19960104• PUBLIC SAFETY COMMITTEE - CITY OF 14USKEGO MINUTES OF MEETING HELD THURSDAY, JANUARY 4, 1996 The meeting was called to order at 6:35 P.M. by Chairman Misko. Also present were Committee Members Salentine and Rasmussen, Mayor De Angelis, Chief Johnson, Ald. Sanders, Ald. D'Acquisto, Ald. Patterson, Building Inspection Director Chuck Dykstra and those per the attached list. The Committee noted that the meeting was posted on January 2, 1996, in accordance with the Open Meeting Law. Building Inspection Director Chuck Dykstra reviewed with the Committee the status of Condemnations/Citations (attached). There was no discussion on amendments to existing forms and ordinances. Chief Johnson reviewed with the Committee the results of his research of how many accidents occurred as a result of deer crossing on Durham Drive. There have been four (4) recorded car/deer accidents (one per year except in 1993) on Durham Drive between Schultz Lane and North Cape Road over the past five years. Ald. Salentine moved to deny request to erect deer crossing signs • at this time. Seconded by Ald. Misko, motion carried 3-0. The Committee further discussed request for placement of No Parking Signs During School Hours on Sue Marie Lane. Ald. Rasmussen moved to deny the request at this time and to send a letter listing concerns to the Muskego/Norway School Board asking them to address the need for more school parking. Seconded by Ald. Salentine, motion carried 3-0. Mr. Karen Pizur (W147 S7272 Durham Drive) and Ald. Suhr appeared before the Committee to request a traffic survey on the intersection of CTH L and Durham Drive. Ms. Pizur noted that left turns off of Durham Lane onto CTH L are almost impossible to make. Ald. Salentine moved to send a letter to Waukesha County advising them of the citizen request to do a traffic study in reference to signalitizing the intersection. Seconded by Ald. Rasmussen, motion carried 3-0. The Committee discussed establishing policy for installing informational signs (Deaf Children, etc.). Ald. Salentine moved to add a paragraph to the Uniform Traffic Control Procedure for Blind Child/Deaf Child/Children at Play/Dead End Street, that an Alderman can recommend these signs be put up without having to go through Committee. Seconded by Ald. Misko, motion carried 3-0. • Ald. Rasmussen discussed recent electric outage on Muskego Dam as a result of a Wisconsin Electric Company project whereby they needed to turn off the power in the area so they could reconnect an overhead line which would be used to facilitate the pumping of PUBLIC SAFETY COMMITTEE - PAGE 2 JANUARY 4, 1996 • Big Muskego lake for the drawdown planned by the Department of Natural Resources. Ald. Salentine moved to send a letter to the Public Service Commission requesting they review their policy of voluntary long power outages during extreme weather temperatures. Seconded by Ald. W151 510282 Thode Dr. - Robert Haffner 4523 Performing land disturbing activities without a valid permit. $999.88 citation paid 10-10-95. Judge stayed $10,172.12 balance. Scheduled for 2/03/96 disposition and forfeiture. City appealing Judge's ability to stay forfeiture W132 56511 Saroyan Road - Richard Greene #244525 Failure to commence with construction of foundation or fill excavation to grade. Mr. Greene has limited time to agree to a no contest stipulation or this will go to trial. Unfit for Human Habitation - W192 57202 Hillside Drive Unfit for human habitation order posted July 3, 1995.
