PSM19951214PUBLIC SAFETY COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD THURSDAY, DECEMBER 14, 1995 The meeting was called to order at 6:30 P.M. by Chairman Misko. Also present were Committee Members Salentine and Rasmussen, Building Inspection Director Chuck Dykstra, Chief John Johnson, Ald Suhr and those per the attached list. Mayor De Angelis arrived at 6:45 P.M. and Ald. Sanders arrived at 6:50 P.M. The Committee noted that the meeting was posted on December 7, 1995, in accordance with the Open Meeting Law. Chuck Dykstra discussed with the committee the status of Condemnations/Citations as per his attached written report. Chuck also reviewed with the Committee changes he would be making to the temporary and final occupancy procedure with the final being more than ornate. Mrs. Esther Schaefer, W140 58080 Durham Drive, appeared before the Committee to discuss deer crossing on Durham Drive. She has been observing deer crossing Durham Drive. Chief Johnson indicated that he is not sure the impact of the sign on driving habits. Mayor De Angelis indicated that these signs generally benefit transient traffic unfamiliar with the area. Ald. Misko requested that Chief Johnson research any incident in the area and report back to the Committee. isMr. and Mrs. Frank Crimi, S86 W18385 Sue Marie Lane, appeared before the Committee and reported problems with students who use his property for the purpose of smoking. The kids also damaged Christmas decorations and trespass on the open lot adjacent to his property. Mr. Crimi is requesting the installation of "No Parking" signs during school hours. Chief Johnson questioned whether the High School should be more involved in preventing the problem. Ald. Misko indicated that the "No Parking" signs might just move the problem. Dave Greiber, W187 58675 Jean Drive, indicated that he has difficulty getting in and out of his driveway because the cars are parking in front of his residence. Ald. Misko asked that Mayor and Chief Johnson talk with the High School representatives to see if they can take any action. Mayor De Angelis indicated that the Common Council could not act on the matter until their January 9, 1996 meeting. Mark Fiereck, S86 W18643 Sue Marie Lane, questioned if signs could be put at the entrances of the Subdivision to reduce costs. Chief Johnson indicated that he would have to research how often parking signs should be placed. Debbie Fiereck, S86 W18643 Sue Marie Lane, indicated that she was not in favor of parking signs throughout the Subdivision because of the unfavorable appearance. Mr. Lee Radke appeared before the Committee to discuss the accidents described in his letter (attached). Chief Johnson indicated that there are some speeding problems on Woods Road and • citations have been issued. Chief Johnson also mentioned the problems relative to stop signs such as noise from acceleration, etc. He recommended that the City should look at making a 90 ° intersection at some point. Ald. The increase in traffic will continue in the future. Frank Crimi expressed a concern that police do more patrolling on weekends because of motorcycles. Ald. Salentine moved to put up reflective signs at intersection. Seconded by Ald. Rasmussen, motion carried 3-0. The Committee reviewed request for "Deaf Child" sign on Clearbrook Drive. Ald. Salentine moved to install "Deaf Child Present" sign at S82 W17510 Clearbrook Drive. Seconded by Ald. Rasmussen, motion carried 3-0. Chief Johnson reviewed with the Committee a proposed policy on Traffic Control Devices which addressed signing in new and existing subdivisions. On new subdivisions, plats will be reviewed by the Police Department for recommendation. Chief Johnson covered a proposal for existing subdivisions. Ald. Salentine moved to adopt the proposed policy (attached). Seconded by Ald. Misko, motion carried 3-0. The Committee requests that a item be put on the January Public Safety Committee agenda to establish policy for installing signs such as "Deaf Children". Ald. Salentine moved to adjourn at 7:50 P.M. Appeared in Waukesha City Court, November 21, 1995, Judge requested briefs be submitted after Christmas. W179 58246 Pioneer - James and Christine Hirschboeck #22516 Illegal structures without permit. Final payment received in November, total of $5,000 has been collected for this violation. W188 58276 Mercury Dr. - Dale Kriel DBA/Country Lakes Marine #244520 Performing construction alterations without a permit. Judge found Kriel not in compliance. $500.00 bond posted on 10-10-95. Appealed to Waukesha Court. Appeal case still pending. • W188 S8276 Mercury Dr. - Dale Kriel DBA/Country Lakes Marine #255624 Performing alterations to building plumbing without a permit. Judge dismissed November 11, 1995 - City appealing decision to Circuit Court. W151 510282 Thode Dr. - Robert Haffner #244523 Performing land disturbing activities without a valid permit. $999.88 citation paid 10-10-95. Judge stayed $10,172.12 balance. Scheduled for 2/03/96 disposition and forfeiture. *No change* W132 56511 Saroyan Road - Richard Greene #244525 Failure to commence with construction of foundation or fill excavation to grade. Initial appearance scheduled for December 16, 1995. Unfit for Human Habitation - W192 57202 Hillside Drive Unfit for human habitation order posted July 3, 1995. Work substantially completed, roof not completed due to death in family and weather - will extend temporary occupancy to May 1, 1996, and monitor situation. . TXTCITY/COUNCIL SAFETY 0 • PROCEDURE TO DETERMINE NEED FOR TRAFFIC CONTROL DEVICES STOP SIGNS/YIELD SIGNS The Public Safety Committee shall review all requests for traffic control devices. The Committee will screen these requests and forward to the Police Department for a needs analysis or traffic study. The Committee should consider when asking for a needs analysis the substantial resources needed to do a study or analysis. Recurring requests or frivolous requests should be screened. I. The Public Safety Committee when asking for a needs analysis should include the following: A. Names of individuals requesting a device or stating a safety problem. B. Address and day time phone numbers of these individuals. C. Nature and location of the traffic problem precipitating the request. • II. The Police Department, upon receipt of request from the Public Safety Committee should: A. Gather data: 1. Contact the area alderperson for insight into the problem. 2. Review Committee minutes and previous studies done at that location that relate to the problem. B. Additional analyses should include the following data collections: 1. Vehicle and pedestrian volume 2. Approach speeds 3. Intersection design 4. Sight distance 5. Class of highway 6. Existing signs and markings 7. Accident histories B. Speed surveys C. Conduct a field inspection during the time the perceived problem occurs that may include neighborhood interviews. D. Review data and make written recommendations to the Public • Safety Committee based on the following criteria and intersection control guidelines (Table TC-I attached). 1. A stop sign shall be installed on a minor roadway at the entrance to a major (arterial) roadway. (MUTCD* and Standard Practice) 2. A stop sign shall be installed on a collector roadway at the entrance to a major (arterial) roadway. (MUTCD and Standard Practice) 3. A stop sign shall be installed at an unsignalized intersection in a signalized area. (MUTCD) 4. A traffic control device shall be installed where a combination of vehicular volumes, restricted view and accident records indicate a need for control. These conditions shall be verified by a survey and recom- mendation based on Chart TC-I. (Intersection Control Guidelines). 5. A portable or part-time traffic control device shall not be used except for emergency purposes. (MUTCD) 6. At no time shall a stop or yield sign be used for speed control. (Standard Practice and MUTCD) 7. A yield sign shall be used where there is a separate • or channelized right turn lane without an adequate acceleration lane. (MUTCD) III. Recommendations should include one or more of the following: A. Do nothing B. Use traffic control device C. Remove obstruction (tree, brush, fence, etc.) D. Parking change E. Special enforcement action F. Speed trailer IV. Disposition of request: A. Upon receiving the Police Department's recommendations, the Public Safety Committee shall make a decision. The individual who made the original inquiry should be notified of the Committee's decision. B. If a control device is approved, a resolution will be drafted and forwarded to the Common Council for action. C. During our phone conversation 1 expressed concern for what seems to be frequent high speed turns by eastbound cars turning north on to Lannon Drive. My concern has been heightened by the fact that recently several cars have lost control and ended up in the ditches on either side of Lannon Drive. Most recently, in mid -November, a car lost control on the turn, drove into the ditch, and proceeded to drive over my lawn to get to my driveway so they could get back onto Lannon Drive. This is a distance of approximately 50 yards the car drove across my yard. About two weeks prior to this incident a young man drove his car nose first into the ditch on the east side of Lannon Drive. He was able to back out of the ditch and luckily was not injured. Only minor damage occurred to my newly seeded ditch during this episode. Most • seriously, in mid -October or so, a black pick-up truck lost control on the turn, drove through my ditch on the east side of Lannon and ended up nose first in the ditch on the west side of Lannon. Luckily the two young occupants of the pickup truck wore their safety belts otherwise they could have been seriously injured. It required a tow truck to remove the pick-up truck from the ditch. There should be a police report regarding this incident as an officer responded. I am unsure if a ticket was issued. Approximately 20 feet of newly seeded grass was ripped up in my ditch during this episode. As evidenced by the above mentioned mishaps it should be clear that there is a real safety concern at the intersection of Woods and Lannon. I have lived at this intersection for almost three years and find the incidents of speeding and reckless driving to be extremely high. Traffic can proceed non-stop from Racine Avenue west to Tess Corners. Speeds of 50 miles an hour along this stretch are not uncommon. 1 am most concerned with east bound traffic on Woods turning onto Lannon. West bound traffic on Woods that turns onto Lannon must slow down as the turn onto Lannon is quite tight. I feel a safe and reasonable approach to traffic control at this intersection would be to install a stop sign for eastbound traffic on Woods at Lannon. I would hope these incidents that 1 have mentioned above are evidence that the potential for damage and injury certainly exists at this intersection. 1 would also hope the city also realizes this problem and tries to address it before serious injury occurs. In talking to my neighbors there is much support for improved traffic control at this intersection. As Muskego continues to grow and traffic pressure increases it will become even more imperative to improve safety on roads that are woefully inadequate for high speed travel. ase give every consideration to this request as a stop sign controlling eastbound traffic on >ods at Lannon should prove of minimal inconvenience to drivers yet improve safety at this r_.entially dangerous intersection.
