PSM19950713• PUBLIC SAFETY COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD THURSDAY, JULY 13, 1995 The meeting was called to order by Chairman Misko at 6:35 P.M. Also present were Committee Member Salentine, Ald. Suhr, Police Chief Johnson, Building Inspection Director Chuck Dykstra and those per the attached list. Committee Member Rasmussen was excused. The Committee noted that the meeting was posted on July 10, 1995, in accordance with the Open Meeting Law. Building Inspection Director Chuck Dykstra updated the Committee on the status of Condemnations/Citations on attached report. Building Inspection Director Chuck Dykstra reviewed with the Committee proposed amendments to Chapter 29 of the Municipal Code on Soil Erosion, and proposed amendments to Chapter 10, Section 10.06 and 10.07 of the Municipal Code on Public Nuisance and stated that he will be looking for feedback from all of the Aldermen prior to Council action. Chief Johnson discussed with the Committee and affected property owners in attendance the proposed extension of the "No Parking" • zone on the west side of Bay Lane, from Hilltop to Woods Road. Ald. Salentine moved to install "No Parking" signs on the west side of Bay Lane from Bridgeport to Woods Road. A minimal amount of signs will be installed and will be reviewed in six months. Seconded by Ald. Misko, motion carried. Chief Johnson reported that the Police Department has maintained extra speed enforcement on Sherwood Circle which resulted in approximately ten (10) citations written over the past several months. Recently, the number of vehicles speeding has diminished due to the extra enforcement in that area. The Committee agreed with Chief Johnson's recommendation to have continued monitoring of that road with occasional speed enforcement activity. Chief Johnson reported that he had inspected the intersection of Bay Shore Drive and Richdorf Drive as a result of the request for a stop sign at that intersection, in particular the northeast corner for vision obstructions. The northeast corner has a low hanging willow tree and a large flowering bush in the vicinity of the corner's vision line which limit, to a small extent, the vision of motorists who are stopped for the stop sign. Chief recommends trimming the low branches of the willow tree. The Committee requested Chief to do a traffic survey on this corner and report back to the August meeting. • Chief Johnson discussed with the Committee Lannon Drive Safety Concerns. Ald. Salentine moved to approve the following, subject to a six month review: PUBLIC SAFETY COMMITTEE - PAGE 2 JULY 13, 1995 • 1. Maintain speed enforcement activity in that area including the designation of Lannon Drive as a special enforcement area. 2. Use the Speed Trailer to alert motorists to their speed. 3. Post "Caution Dangerous Hill; Reduce Speed 20 mph" signs on both sides of the hill in place of the driveway access signs. Southbound traffic has four signs to read in a short distance which is too many, especially if one more is added. Seconded by Ald. Misko, motion carried. The Committee also requests that the Parks & Recreation Department be advised of the Committee's wish to see the recreation trail installed on Lannon Drive this year, as soon as possible. Ald. Suhr reported that the 25 mph speed signs needs to be replaced on Glenbrook as the sign have disappeared. Ald. Salentine moved to replace 25 mph speed signs on both end of Glenbrook. Seconded by Ald. Mr. Wernette disputing balance owed w/judge (original total forfeiture was to have been $2,400). isS83 W20411 Janesville Road - Walter Bohrer #244519 Failure to provide required occupancy separation between Chapter 54 use and Chapter 59 use. Site in compliance as of June 30, 1995, forfeiture yet to be determined. W188 S8276 Mercury Dr. - Dale Kriel DBA. Country Lakes Marine #244520 Performing construction alterations without a permit. Mr. Kriel has not submitted an application as of the date of this report. Matter scheduled for initial court appearance Sept 17, 1995. -W188 S7340 Georae Island, Little Muskeqo - Debris currently neatly stacked. Tom purchased pontoon boat for hauling material from island for proper disposal. Boat currently undergoing repairs. Planning to start hauling next weekend.
